General Statement of Duties

The Supervising Management Analyst will develop a robust training program including supervising and coordinating training activities and operations for the Metropolitan Sewer District. This position is vital to the professional development of the employees within the department. While this position will oversee training, he/she may be utilized to manage additional programs and projects as needed.

Required Education And Experience

Qualified applicants must meet all criteria in one of the following requirements:

A minimum of five years of supervisory/management-level professional work experience with a Bachelor's degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or a related field .

OR

A minimum of three years of supervisory/management-level professional work experience with a Master's degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources or a related field.

OR

A minimum of two years of experience as a Senior Management Analyst, Senior Administrative Specialist, Senior Human Resources Analyst or similar classification with the City of Cincinnati. Additionally, each applicant must have a Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or a related field. A Master's Degree in one of the above fields may be substituted for one year of experience.

Other Requirements

Must be an excellent communicator and team builder.

Military Education & Experience Evaluation

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Examples of Work Performed

Budgets/Finances - Monitors and controls resources and oversees the spending of money; assists in the preparation of operational budgets for particular projects, departments, and the City.

Supervises - Develops effective work plans for subordinate staff; develops performance plans for subordinate staff; conducts staff performance reviews. Leads and manages staff during work processes in accordance with HR policies. Approves, develops, and maintains staff travel and training budget. Attends workshops and training to enhance supervisory skills.

Trains and Coaches – Develops or administers training sessions or programs for staff or City constituents.

Staffs Organizational Units - Assists with the review, selection, and termination of personnel

Manages Programs & Projects - Develops section/division policies and assists in developing city policies; establishes written procedures, informal guidelines, and forms as may be necessary to effectuate programs and requirements; works to streamline systems and reporting across City government. Administers work programs for the division. Tracks progress of projects and ensure timely progress; communicates measurable and time-sensitive directives to appropriate staff to solve problems. Ensures procurement of the equipment, supplies, services, construction, and professional services necessary for the operations of a specific department or division, program, or project.

Reports - Prepares or directs the preparation of reports, recommendations, and presentations to the department/division Director, City Manager, City Council, other City departments, and the general public.

Ensures Compliance & Audits - Ensures compliance with divisional/departmental policies; monitors compliance with the requirements of programs or projects; ensures accuracy of audit information.

Builds Interpersonal Relationships - Assists those contacted in the course of duty in an effective, efficient, and professional manner; develops constructive and cooperative working relationships with others and maintains them over time.

Provides Customer Service - Ensures quality customer service to internal and external customers.

Develops & Implements - Designs methodologies for research projects and implementation; develops work programs for the division; participates in short-term (1 year) and long-term (2 or more years) planning for projects within the division, department, or the city; sets up task forces for special projects.

Represents - Attends workshops, meetings and conferences as a representative of the division/department or the City.

Researches & Investigates - observing, receiving, and otherwise obtaining information from all relevant sources; designs and conducts surveys; ensures data is tracked and appropriate information is collected for analysis, research, and reporting purposes.

Analyzes - Conducts a variety of professional level analytical and technical activities related to the assigned functions.

Evaluates - Conducts evaluations by using or creating measures by which to assess the value, importance, or quality of things, such as the effectiveness of projects, programs or policies.

Coordinates Work - Coordinates the work and activities of different groups with common goals; plans and directs meetings for the section/division or the city.

Advises - Provides guidance and expert advice to management or other groups on technical, systems-, or process-related topics.

Negotiates - Handles complaints, settles disputes, and resolves grievances and conflicts, or otherwise negotiates with others.

Communicates - Establishes and maintains working relationships with local and regional public agencies, community groups, media persons or others as needed to coordinate projects and disseminate information.

Maintains Confidentiality/Security - Assures that proper security measures and procedures are followed and sensitive information is secure.

Makes Decisions & Solves Problems- Directs the research and analysis of problems and recommends solutions.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
