SENIOR BUDGET ANALYST (NON-COMPETITIVE)

General Statement of Duties
This employee performs advanced professional level work which involves a high degree of independent judgment and responsibility in the administration of the Metropolitan Sewer District (MSD). Responsibilities include financial analysis, budget preparation and administration, management studies, and substantial interaction with internal stakeholders including conducting trainings on software used in the budgeting process. This position will also conduct a variety of analytical studies relating to MSD revenue sources and monitor revenue trends. Performs related duties as required.
Minimum Qualifications (KSAs)

Knowledge of:
Standard English, grammar, and usage; standard correspondence and report formats.
Use of computers in performance of assigned duties; use of related software.
Pertinent local, state, and federal laws, codes, and regulations governing financial administration and pension funds.
Quantitative analysis; economic analysis.
Quantitative analysis; economic analysis.
Methods to evaluate money manager performance and investment proposals.
Cash management policies and procedures.
Methods for determining the cash position.
Accounting, financial analysis, cash management, performance measurement, and modern portfolio theory.
Banking operation and municipal treasury operations.
Fixed income investments and relevant ordinances.
Municipal bonds.
Principles and practices of cash management, investment, economic analysis, and modern portfolio theory
Skill to:
Operate a computer and other standard office equipment in performance of assigned duties.
Use software such as spreadsheets, word processing, graphical presentation, and statistical analysis.
Operate assigned vehicle in performance of job duties (as required).

PROMOTIONAL:
Each applicant must have three years of experience as a Management Analyst with the City of Cincinnati. Additionally, each applicant must have a bachelor’s degree from an accredited college or university in Finance, Business Administration, Public Administration, Economics, or a closely related field. A master’s degree in one of the above fields or certifications as a Chartered Financial Analyst or Certified Cash Manager is preferred. Previous management-level professional experience in budget/finance may be substituted for one year of experience.
OPEN:
Each applicant must have three years of professional experience in operational analysis, budget preparation and administration, management or organizational studies. Additionally, each applicant must have a bachelor’s degree from an accredited college or university in Finance, Business Administration, Public Administration, Economics, or a closely related field.
A master’s degree in one of the above fields or certifications as a Chartered Financial Analyst or Certified Cash Manager is preferred
Previous management-level professional experience in budget/finance may be substituted for one year of experience.
OTHER REQUIREMENTS
Some positions may require a valid Driver's License.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.
Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 – Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.
U.S. Citizenship: All positions with the City of Cincinnati require that each applicant be a citizen of the United States or have a valid permanent resident card at the time of appointment (date of hire).

Physical Conditions:
Duties may require maintaining physical conditioning necessary for sitting and standing for prolonged time periods; light lifting and carrying; general manual dexterity required; must be able to operate assigned vehicle.
