SUPERVISING MANAGEMENT ANALYST (NON-COMPETITIVE)

General Statement of Duties

The Supervising Management Analyst oversees and supports the financial operations for the City of Cincinnati’s Stormwater Management Utility (SMU). This position ensures the efficient execution of SMU’s daily financial functions, including accounting processes, operating and capital budgets, and procurement activities, while maintaining compliance with City policies and financial procedures. The position also contributes to the development of financial strategies and policies for the utility.

Key responsibilities include:

  • Supervision
    1. Currently 1 direct report (Admin Specialist), provides guidance and support to ensure effective performance of financial and administrative tasks
  • Accounting and Finance duties such as
    1. Customer Billing/Accounts Receivable for approx. 85,000 monthly transactions with average monthly charges totaling $2.5 million
    2. Accounts Payable
    3. Preparation and maintenance of accurate financial records, including regular updates to the Cincinnati Financial System (CFS)
  • Budget Development & Budget Monitoring for Operating and Capital Budgets
  • Procurement Support
    1. Collaborate with project managers and the City’s Office of Procurement to coordinate procurement activities, ensuring certifications are in place, properly coded, and monitored for closeout.
  • Special Projects such as, financial forecasting, stormwater rate analysis
  • Perform additional tasks as required within the boundaries of the class specification

The position is supported by SMU leadership and GCWW’s Accounting & Finance Division.

This employee performs a variety of administrative tasks involving the management of a division or section of a city department. Responsibilities include ensuring compliance with divisional and departmental policies and procedures, initiating direction for all activities within the division or section, and supervising and monitoring the activities of subordinate personnel. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Computer resources to obtain and analyze information in various output formats.
Appropriate city, state, and federal laws, regulations, and procedures.

Required Education and Experience

Qualified applicants must meet all criteria in one of the following requirements:

A minimum of five years of supervisory/management-level professional work experience with a Bachelor's degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or a related field .

OR

A minimum of three years of supervisory/management-level professional work experience with a Master's degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources or a related field.

OR

A minimum of two years of experience as a Senior Management Analyst, Senior Administrative Specialist, Senior Human Resources Analyst or similar classification with the City of Cincinnati. Additionally, each applicant must have a Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or a related field. A Master's Degree in one of the above fields may be substituted for one year of experience.

OTHER REQUIREMENTS
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; automobile travel within the City may be required.

Physical Conditions: Duties may require maintaining physical conditioning necessary for sitting and standing for prolonged time periods; light lifting and carrying; general manual dexterity required; must be able to operate assigned vehicle.
