SUPERVISING MANAGEMENT ANALYST (NON COMPETITIVE)

General Statement of Duties
This employee will provide direction, ideas, innovation and leadership to the Billing Operations and Collections Section of Water Works. Responsibilities include ensuring compliance with divisional and departmental policies and procedures, initiating direction for all activities within the division or section, and supervising and monitoring the activities of subordinate personnel. Performs related duties as required.
The Billing Operations and Collections Section is responsible for the management of the Utility’s billing and collections activities, including customer accounting such as adjustments, refunds and write-offs, customer account audits, accounts receivable, past due debt collections, change of ownership, bankruptcies, and service line dismantle requests.
This employee performs a variety of administrative tasks involving the management of a division or section of a city department. Qualified applicants must meet all criteria in one of the following requirements:
A minimum of five years of supervisory/management-level professional work experience with a Bachelor's degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or a related field .OR
A minimum of three years of supervisory/management-level professional work experience with a Master's degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources or a related field.
OR
A minimum of two years of experience as a Senior Management Analyst, Senior Administrative Specialist, Senior Human Resources Analyst or similar classification with the City of Cincinnati. Additionally, each applicant must have a Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or a related field. A Master's Degree in one of the above fields may be substituted for one year of experience.
OTHER REQUIREMENTS
Must be an excellent communicator and team builder.MILITARY EDUCATION & EXPERIENCE EVALUATIONMilitary education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; automobile travel within the City may be required.
Physical Conditions: Duties may require maintaining physical conditioning necessary for sitting and standing for prolonged time periods; light lifting and carrying; general manual dexterity required; must be able to operate assigned vehicle.
