General Statement of Duties

This employee leads, reviews, and participates in the work of staff responsible for performing advanced-level professional accounting and financial services work involving the application of independent judgment to ensure compliance with established policies and procedures; and conducts a variety of professional-level analytical and technical activities related to the assigned department. Performs related duties as required.

Additional information related to the position

The senior accountant should be knowledgeable in governmental accounting standards and be able to apply these standards to departmental finance activities. The ideal candidate will have proven experience with:

  • Accounting functions and reporting requirements of governmental entities
  • Auditing of functions, activities, and accounts to ensure compliance with City accounting and procurement policies, procedures, and administrative regulations, GASB standards, and GAAP
  • Application of best practices to finance functions of the department
  • Verification of compliance with various processes and procedures
  • Guiding and mentoring junior finance staff through information sharing and ongoing process improvements
  • Ownership of work functions and successful and timely communication with all stakeholders
  • Financial/governmental accounting programs including Quickbooks, Cincinnati Financial System, City Budget System
  • Understanding information and process flow of reporting and budgeting functions within a governmental entity
  • Project management and organization
  • Developing and reporting on complex analyses in support of department programs and functions

Minimum Qualifications (KSAs)

Knowledge of:
Standard English, grammar and usage; standard correspondence, and report formats.
Generally accepted accounting principles and practices.
Principles and practices of financial record keeping and reporting.
Principles and practices of budget preparation and administration; accounting principles.
Management and administration of federal grant monies.
Use of computers in performance of assigned duties; use of related software.
Pertinent City, state, and federal laws, codes, and regulations.
Business systems for revenue forecasting, investments, debt service, taxation, inventory, etc., as pertinent to assigned area of responsibility.
Principles of supervision and training.

Skill to:
Operate a computer and other standard office equipment in performance of assigned duties.
Operate assigned vehicle in performance of job duties (as required).

Ability to:
Apply generally accepted accounting principles to municipal accounting tasks.
Assign, direct, and evaluate the work of subordinate staff; supervise subordinate staff.
Process complex information while maintaining attention to detail.
Communicate clearly and concisely, both orally and in writing.
Prioritize work; manage time to meet deadlines.
Make decisions based on data analysis and observation.
Interpret, explain, and apply pertinent City, state, and federal laws, regulations, ordinances, policies, and procedures; interpret and apply rules of contract compliance.
Identify and correct errors in accounting records; examine and verify routine financial documents and reports.
Analyze and interpret accounting/financial information and systems.
Perform complex analyses of problems related to assigned area of responsibility.
Formulate solutions to complex problems related to assigned area of responsibility.
Conduct investigations as appropriate.

Required Education and Experience

Open: Each applicant must have a Bachelor's Degree from an accredited college or university in Accounting or Finance OR a Bachelor's Degree from an accredited college or university in a related discipline with a concentration in Accounting (must have successfully completed 24 semester credit hours in accounting at an accredited university in Principles of Accounting, Intermediate Accounting, or related Accounting disciplines such as Auditing or Taxation). Additionally, each applicant must have three years of experience as an Accountant.

Promotional: Each applicant must have a Bachelor's Degree from an accredited college or university in Accounting or Finance OR a Bachelor's Degree from an accredited college or university in a related discipline with a concentration in Accounting (must have successfully completed 24 semester credit hours in accounting at an accredited university in Principles of Accounting, Intermediate Accounting, or related Accounting disciplines such as Auditing or Taxation).
