General Statement of Duties

This employee supervises, assigns, reviews, and participates in the work of staff responsible for assigned human resource activities. Employee ensures work quality and adherence to established policies and procedures and performs the more technical and complex tasks relative to assigned area of responsibility, including classification and compensation, civil service exam development, compliance monitoring, workforce analytics, position management, and HR project management. Perform related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Methods and techniques of training, testing, exam development, evaluation, interviewing, negotiation, and statistical analysis.
Principles of supervision, training, and performance evaluation.
Principles and procedures of research, data collection, and report preparation. Modern and complex principles and practices of human resource management.
Advanced principles and methodologies of classification, compensation, and job analysis.
Principles and best practices of regulatory compliance in HR, including employment law, selection guidelines, and labor relations.
Techniques for workforce planning and forecasting to align job classifications with organizational needs.
Techniques for assessment validation and job-relatedness.
Pertinent federal, state, and local laws, codes, and regulations.
Structure of City government, City administration, and City services for the public.
Project management methodologies for HR initiatives, including timeline development, stakeholder engagement, and implementation strategies.

Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Utilize applicant tracking systems, HR information systems (HRIS) and various tools for classification, compensation, and compliance tracking.
Conduct statistical analysis related to HR metrics, compensation benchmarking, and workforce trends.
Operate assigned vehicle in the course of duty.

Ability to:
Implement and maintain positive employee relations.
Promote and maintain highest integrity throughout all personnel. Analyze and manage effective EEO/AA programs.
Develop and oversee equitable compensation structures and policies to align with labor market data and internal equity.
Supervise, organize and review the work of lower-level staff.
Select, supervise, train and evaluate subordinate staff.
Interpret and explain City policies and procedures. Prepare clear and concise reports; present oral reports. Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work including City officials and the general public.
Manage multiple HR projects, ensuring compliance with employment regulations and organizational needs.
Use a personal computer in performance of job duties.
Ensure compliance with civil service regulations and laws governing job classifications, compensation structures, and test administration.
Conduct meetings and hearings as appropriate. Conduct interviews; conduct training programs; conduct negotiations as assigned.

Required Education and Experience

Each applicant must have a Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Organizational Leadership, Human Resources Management, Industrial/Organizational Psychology, or a closely related field. Additionally, each applicant must have five years of supervisory/management level professional work experience in Human Resources or a related field, with demonstrated experience in areas such as classification and compensation, compliance oversight, and HR project management.

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

OTHER REQUIREMENTS
Must have a valid Driver's License.
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions:
Predominately indoor environments; exposure to computer screens; some travel within the city required.

Physical Conditions:
Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; general manual dexterity required; visual, auditory and linguistic acuity required; must be able to operate assigned vehicle

Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned human resources activities.
Manages enterprise-wide HR projects, such as compensation studies, job classification modernization, and talent acquisition strategies.
Provides subject matter expertise on classification and compensation, ensuring adherence to legal requirements and industry best practices.
Establishes schedules and methods for providing assigned human resource services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
Develops effective work plans for subordinate staff; develops performance plans for subordinate staff; conducts staff performance reviews.
Leads and manages staff during work processes in accordance with HR policies.
Approves, develops, and maintains staff travel and training budget.
Attends workshops and training to enhance supervisory skills.
Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.
Performs the more technical and complex tasks of the work unit including negotiation with unions, direction of training programs, oversight of classification and compensation initiatives, job analysis, development of selection instruments, compliance auditing, and participation in required hearings and civil service meetings. Perform statistical analyses.
Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures; implements City human resources policies.
Prepares analytical and statistical reports on operations and activities; gives presentations as assigned.
Interprets union contracts, Civil Service rules, and City human resources policies and procedures to employees and agencies; provides advice and facilitate solutions for human resource problems and issues.
Responds to challenges, questions, and concerns related to City human resource activities.
Maintains familiarity with all laws and guidelines related to human resources, including FLSA, EEO, ADA, Affirmative Action, etc.; maintains familiarity with related court decisions and legal opinions.
Oversees HR compliance audits and risk assessments related to hiring practices, job classifications, and compensation policies.
Assists those contacted in the course of duty in an effective, efficient, and professional manner. Designs methodologies for research projects and implementation; develops work programs for the division; participates in short-term (1 year) and long-term (2 or more years) planning for projects within the division, department, or the city; sets up task forces for special projects.
Prepares or directs the preparation of reports, recommendations, and presentations to the department/division Director, City Manager, City Council, other City departments, and the general public.
Develops section/division policies and assists in developing city policies; establishes written procedures, informal guidelines, and forms as may be necessary to effectuate programs and requirements; works to streamline systems and reporting across City government. Administers work programs for the division.
Tracks progress of projects and ensure timely progress; communicates measurable and time-sensitive directives to appropriate staff to solve problems.
Ensures procurement of the equipment, supplies, services, construction, and professional services necessary for the operations of a specific department or division, program, or project.
Coordinates the work and activities of different groups with common goals; plans and directs meetings for the section/division or the city.
Provides guidance and expert advice to management or other groups on technical, systems-, or process-related topics.
