General Statement of Duties

Under the general direction of the Supervisor of Water Distribution Maintenance, this employee is responsible for direct supervision for repair, operation, and maintenance of water, stormwater, or flood protection infrastructure. Employees in this class have a thorough knowledge of principles and practices of Water Works distribution and/or stormwater systems and operations and will be responsible for managing all associated personnel with responsibilities in the work, equipment, materials, and supplies. Performs other duties as required.

Minimum Qualifications (KSAs)

Knowledge of:

General rules, regulations and policies on supervisory responsibilities.

Proper methods and equipment used in water, stormwater infrastructure maintenance, operation, and repair.

Principles and practices of safety policies and procedures, e.g., Employee Safety Instruction Manual and applicable agency requirements.

Methods used in locating, detecting, and isolating leaks and defects in water and stormwater infrastructure.

Methods and techniques in water operations including construction, repair, operation, and maintenance of water equipment.

Effective techniques for employee supervision and motivation.

Principles and practices of customer service and activities.

Skill to:

Operate appropriate computer equipment; use properly all related hardware and software

Operate assigned vehicle in the course of duty.

Ability to:

Implement and maintain positive employee relations.

Promote and maintain the highest integrity throughout all personnel.

Perform mathematical computations, such as addition, subtraction, multiplication, and division, sufficient to compute distances, water volumes and pressures, and to estimate job requirements and costs.

Read and interpret engineering plans and specifications, procedural and training manuals, memos, departmental directives, street guides, contracts, and state and local law.

Review condition assessment videos of infrastructure and issue maintenance and repair work orders.

Isolate Water Mains and Operate Valves.

Follow oral and written instructions.

Prepare legible and concise reports.

Evaluate programs and personnel.

Listen to waterlines and valves to locate water leaks.

Establish/maintain effective working relationships with those contacted during work.

Communicate clearly and concisely, both orally and in writing.

Required Education and Experience

Each applicant must have four years of experience with a water, sewer, or stormwater utility including at least two of those years in any of the following activities.

• Leading or assigning resources to a team operating, installing, and/or making repairs on distribution, sewer, or stormwater infrastructure.
• Operation of large mechanical infrastructure utilizing skills to detect and evaluate system faults utilizing fault detection such as valve operations.
• Inspection of construction projects for water, sewer, or stormwater utility infrastructure such as lines, and buildings.

Substitutions Allowed (up to two years):
• Up to two years of experience for an Associate’s degree or 60 semester credit hours (at the rate of 30 semester credit hours per year)
• One year of experience for a Ohio Class I Water Distribution Professional Operator Certification, Ohio Class I Water Supply Professional Operator Certification, or Kentucky Drinking Water Distribution Class IV Operator Certification or higher certifications within the series.

OTHER REQUIREMENTS

Must have a valid Driver's License.

Must be willing to work irregular hours, weekends, and on an "on-call" basis.


MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

WORKING CONDITIONS

Environmental Conditions: Travel from site to site; exposure to potentially hazardous chemicals, water lines, noise, dust, smoke, fumes and/or gases, inclement weather conditions.

Physical Conditions: Duties require maintaining a physical condition necessary for moderate or light lifting; bending, stooping, kneeling, crawling; walking, standing or sitting for prolonged periods of time.
