General Statement of Duties

We are seeking a highly skilled and motivated IT Manager to lead and facilitate a range of critical IT functions, including IT project management, IT policy creation, digital transformation, risk management, change management, data analytics, and IT governance. This leadership role will be essential in helping grow and mature our Project Management Office (PMO) while fostering an innovative culture within the organization. The ideal candidate will work closely with the Director of IT to drive continuous improvement and technological advancements that align with business objectives.

This employee directs, manages, supervises, and coordinates the activities and operations of the assigned division within the Regional Computer Center. Employee coordinates assigned activities with other divisions, departments, and outside agencies and provides highly responsible and complex administrative support to the Regional Computer Center Manager. Performs related duties as required.


Key Responsibilities:

IT Project Management & PMO Growth:

  • Lead and manage the planning, execution, and delivery of IT projects on time, within scope, and on budget.
  • Collaborate with IT Director to develop the Project Management Office (PMO), ensuring standardized processes, best practices, and successful outcomes.
  • Develop, implement, and optimize project management methodologies, including Agile and Waterfall, across the organization.
  • Monitor and report on project progress, identify risks, and implement mitigation strategies to ensure success.
  • Provide mentorship and guidance to PMO staff, fostering a culture of continuous learning and excellence.

Digital Transformation:

  • Lead digital transformation initiatives to enhance operational efficiency, improve customer experiences, and drive innovation within the organization.
  • Identify new opportunities for digital advancements, working with stakeholders to prioritize projects and integrate new technologies.
  • Support the Director of IT in implementing cutting-edge solutions that align with business strategies.


Change Management:

  • Oversee the change management process to ensure the smooth and successful implementation of new technologies, policies, and procedures.
  • Work closely with stakeholders to design and execute change management strategies that minimize disruption and ensure user adoption.
  • Coordinate the training and support for staff during transitions to new systems or processes.

Data Analytics:

  • Lead the collection, analysis, and interpretation of data to support strategic initiatives and business decision-making.
  • Develop and implement data-driven solutions that improve operational efficiencies and drive innovation.
  • Ensure data quality and security, and that all data analytics practices comply with industry regulations.


IT Governance:

  • Ensure compliance with IT governance frameworks, ensuring IT resources are used efficiently and effectively to meet business goals.
  • Work closely with leadership to maintain accountability for IT operations and ensure IT aligns with organizational objectives.
  • Regularly review IT performance, identifying opportunities for improvement and implementing solutions to enhance governance practices.

Innovation & Culture Building:

  • Collaborate with the Director of IT to foster a culture of innovation across the IT department and organization.
  • Encourage and support the exploration of new technologies, tools, and approaches that drive organizational growth.
  • Inspire and guide the IT team in finding creative solutions to challenges and continuously improve existing processes and systems.

Minimum Qualifications (KSAs)

Knowledge of:
Principles and practices of program development and administration.
Principles and practices of municipal budget preparation and administration.
Principles of management, supervision, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations.
Information technology systems, hardware and software; implementation of systems.
Mainframe, personal computer, client-server operations, and local/wide-area networks.
State-of-the-art computer software/hardware for geographic information systems.
Data conversion activities and geographic information systems.
Complex information directly related to assigned area of responsibility.

Examples of Work Performed:

Assumes management responsibility for assigned services and activities of the Regional Computer Center.
Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
Plans, directs, coordinates, and reviews the work plan for assigned staff; prioritizes and assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; ensures that all City human resources policies are followed; implements discipline and termination procedures.
Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
Serves as the liaison for the assigned division with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.
Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
Provides leadership in the development of information technology plans and related strategic plans.
Participates in RFP processes to procure hardware, software, supplies, or services; review, and approves purchases through previously established contracts.
Supervises and be responsible for specific City computer systems, such as payroll, water billing, finance, RCC client billing, etc.
Reports to the CAGIS Board regarding CAGIS matters on behalf of the RCC Director; provides staff support for CAGIS Board.
Participates in CAGIS Technical Advisory Committee meetings.
Act as a liaison between the CAGIS Board, the Technical Advisory Committee and various other groups.
Assist those contacted in the course of duty in an effective, efficient and professional manner.

Required Education and Experience

Each applicant must have a bachelor's degree from an accredited college or university with major course work in information systems, management, business administration, engineering, geography, or a related field required and seven years of experience of which five years of must in project management or supervisory experience at the mid-management level.

Education may be substituted for experience and relevant and specific experience may be substituted for education at the discretion of the hiring authority.

OTHER REQUIREMENTS
Must have a valid Driver's License.
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Candidates must attach their Joint Services Transcripts evaluated by the American Council on Education (ACE) if they would like military course work to be considered as part of the application review. Working and Physical Conditions

Environmental Conditions: Office environment; exposure to computer screens; travel to various locations within the City.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light lifting and carrying; manual dexterity required; must be able to operate assigned vehicle.

Supervision Exercised:
Exercises direct supervision over supervisory, professional, technical, and clerical staff.
