General Statement of Duties
This employee assists the department Director in managing departmental activities, and provides support to the Director in all areas of the assigned department. The incumbent directs the work assignments and projects of employees within the division and assigns, reviews, and participates in the work of staff responsible for assigned division. The incumbent ensures work quality, adherence to established policies and procedures, and the more technical and complex tasks relative to the assigned area of responsibility.
Specific Statement of Duties
The Department
The Office of Performance and Data Analytics is a 14-person, fast-paced team charged with creating data solutions, implementing performance management, and driving continuous improvement across all City departments. The office focuses on the following key initiatives:
Continuous Improvement- Uses design thinking tools to creatively solve some of the most critical challenges facing the city.
Data Solutions– Use data processing, data transformation and dashboard/report building to support data driven decisions across City departments, drive effective performance management and manage Cincy Insights and the Open Data Portal.
Performance Management - identification of key performance measures to track through automated dashboards used for operational decision making. Additionally, OPDA facilitates annual agreements between the City Manager and Departments establishing objectives and measures to evaluate performance.
Your Role
The Division Manager will play a leadership role in the Office of Performance and Data Analytics by supporting the Director in setting the direction of the office in support of City leadership goals and in directly overseeing the City’s Performance Management programs.
The Division Manager will support the Director of OPDA in day-to-day people management, to include direct supervision of 3 team members. Additionally, this position will support procurement, budget management, and administrative functions of the office. The Division Manager will work directly with city leadership to translate strategic direction into a data-driven performance management approach and will also oversee the City’s strategic initiatives program.
These teams are directly charged with facilitating goal setting at the department level to identify desired outcomes, identify measures of success, develop data-driven dashboards and tools, design evidence-based solutions and programs in alignment with outcomes, and to evaluate the effectiveness of programs using mixed-method tools such as survey design and data analysis. This role will work closely with our Data Solutions Division and with the City Manager’s Office and Department Directors.

Balance Qualitative and Quantitative Data. Understand how to collect and synthesize both qualitative and quantitative data. Theory of Change models and frameworks, User research principles, preferably related to survey design, interviews, and focus groups, Cost-benefit and cost-effectiveness analysis, Principles of process improvement, Conduct high-level data analysis, Data Analytics, Microsoft office suite.
Communicate Effectively. Clearly communicate across mediums to audiences ranging from front line supervisors to the City Manager. Facilitate and lead diverse working group sessions on complex topics. Manage a project from end to end with appropriate supervision.
Communicate clearly and concisely, both orally and in writing.
Think Strategically. Contribute to the direction of innovation and process improvement across the city. Interrelate work from one project to another; identify and provide necessary strategies to accomplish programs and projects. Develop plans to ensure timely program/project execution. Make decisions based on data analysis and observation.

A Bachelor's Degree in Business Administration, Public Administration, or area of operational expertise is required. A Master's degree in the aforementioned or operational areas is strongly preferred. Five years of experience in business management at the supervisory level with a primary focus in strategic human resource management, project management, or change management is required.
