General Statement of Duties

This employee is under the general supervision of the Finance Director. This position is responsible for directing, managing, supervising, and coordinating assigned activities and operations within the Finance Department's Income Tax Division. The Finance Manager/Tax Commissioner will direct, coordinate, manage and evaluate all internal and external operations assigned to the tax division. The position reviews and analyzes proposed tax legislation and prepares reports; recommends tax law changes. Oversees and directs research and analysis of tax issues and proposals. The position prepares reports and responds to correspondence and inquiries on behalf of the tax division. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Tax Collections Procedures.
Pertinent sections of the Cincinnati Municipal Code and City Charter, as well as the Ohio Revised Code.
Generally accepted accounting principles for municipal governments.
Advanced principles and practices of accounting, budget preparation and administration, and finance.
Financial markets and investment principles.
City and departmental human resources policies and procedures; Civil Service rules; union contracts.
Principles of supervision, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations.

Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate assigned vehicle in the course of duty.

Ability to:
Interpret tax law and draft required legislation as needed.
Implement and maintain positive employee relations.
Promote and maintain highest integrity throughout all personnel.
Analyze and manage effective EEO/AA programs.
Select, supervise, train, and evaluate staff.
Participate in the development and administration of division goals, objectives, and procedures.
Prepare and administer large program budgets.
Prepare clear and concise administrative and financial reports.
Analyze and interpret complex financial information.
Conduct and review financial audits.
Interpret and apply departmental and City financial policies and procedures.
Interpret and apply federal, state, and local policies, laws, and regulations.
Interpret and apply City human resources policies and procedures, Civil Service Rules, and union contracts.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain composure in tense or confrontational situations.
Conduct grievance hearings as assigned.

Examples of Work Performed:

Assumes management responsibility for assigned services and activities within the Finance Department; plans, directs, coordinates, and reviews the work plan for staff in the assigned division; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements City and departmental human resources policies and procedures.
Serves as the liaison for the assigned division (treasury, accounts and audits, taxation, etc.) with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.
Maintains control over assigned financial accounts; receipts deposits and authorizes disbursements as appropriate; conducts sales and exchanges of securities as well as other investment activities, as appropriate.
Prepares complex financial reports on accounts and activities as assigned; forecasts availability of City budgetary funds as assigned, makes related projections; prepares and presents staff reports and other necessary correspondence.
Serves as staff on a variety of boards, commissions, and committees; provides responsible staff assistance to the Finance Director.
Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures as appropriate.
Coordinates financial activities related to compensation and benefits administration for City employees as assigned; oversees preparation and distribution of related forms and paperwork.
Oversees and participates in the development and administration of the assigned division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.


Required Education and Experience

Each applicant must have a Bachelor’s Degree in Accounting or Finance (A Master’s Degree is preferred) and three years of supervisory experience. Licensure as a Certified Public Accountant is preferred.

OTHER REQUIREMENTS
A valid Driver's License may be required.
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: Office environment; exposure to computer screens.

Physical Conditions: Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; general manual dexterity required.
