General Statement of Duties

This employee supervises and coordinates assigned program activities and operations within the Employment and Training Division. Employee coordinates assigned activities with other divisions, outside agencies, and the general public, and provides highly responsible and complex staff assistance to the Employment and Training Manager or director. Perform related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Modern and complex principles and practices of management and workforce development.
Principles of budget preparation and control.
Principles of management, supervision, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations.
Computer operations in performance of job duties.

Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate assigned vehicle in the course of duty.

Ability to:
Implement and maintain positive employee relations.
Promote and maintain highest integrity throughout all personnel.
Analyze and manage effective EEO/AA programs.
Supervise, direct, and coordinate the work of lower-level staff.
Select, supervise, train, and evaluate staff.
Interpret and explain City employment policies and procedures.
Design and implement policies and procedures to meet goals and objectives.
Prepare clear and concise reports.
Prepare and administer assigned budgets.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups, and the general public.
Deliver engaging presentations on a variety of topics.

Required Education and Experience

Required Education and Experience
Each applicant must have two years' experience as a Senior Human Resources Analyst, Senior Management Analyst, or position with similar level of duties and responsibilities with an understanding of human resources practices, performance management,, employment and training, adult learning models, or a closely related field. Additionally, each applicant must have a Bachelor's Degree from an accredited college or university with major course work in business administration, public administration, human resource management, or a closely related field.;
OR
A Bachelor's Degree from an accredited college or university with major course work in business administration, public administration, human resource management, or a closely related field; and three years of experience with management responsibility. A Master's Degree may substitute for years of experience.
OR
A Bachelor's Degree in business administration, public administration, human resources management, or closely related field and certification as a Senior Professional in Human Resources from the Society for Human Resource Management (or comparable certification).
Senior Professional in Human Resources from the Society for Human Resource Management (or comparable certification) preferred.

OTHER REQUIREMENTS
Must have a valid Driver's License.
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATIONMilitary education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions:Office environment; exposure to computer screens; travel within the City required.

Physical Conditions:Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; general manual dexterity required; must be able to operate assigned vehicle.
