General Statement of Duties

This employee utilizes, maintains, repairs, and assists in the operation of industry specialized equipment used to investigate, clean, repair, and rehabilitate wastewater collection system and stormwater collection system assets.
Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Basic mechanical trouble-shooting and repair skills using a wide variety of common hand and power tools.
Basic electrical trouble-shooting and repair skills including the use of multi-meters and soldering tools.
Basic computer skills including the use of Microsoft Office Applications and other computer applications.
Basic mathematics (addition, subtraction, multiplication, and division, including fractions and decimals).
Basic reading and writing skills.
City, Departmental, and OSHA policies and regulations related to excavation safety, including 'competent person' requirements for trenching and shoring.
Traffic control principles and methods.
Principles of good customer service.
Departmental and Divisional policies, procedures and regulations.
Procedures and practices involved in the laying of pipes and related trench work.
Ditching, tunneling, and shoring including bracing and sheeting operations.
Basic operation, rehabilitation, and maintenance principles of a wastewater collection system.The materials, equipment, and operating practices associated with the repair and maintenance of highly specialized sewer inspection and maintenance equipment including (Mainline CCTV cameras, Tap Cameras, Transporters, High-Pressure nozzles, Hydraulic Root and Tap Cutters, Multi-conductor Cables, High Pressure Hoses, Locators, etc.

Skill to:
Properly and safely operate and utilize a variety of tools including:

  • Hand/power tools: manhole hooks, chains, cutters, chain saws, wonder saws, hand saws, ratchets, wrenches, asphalt saws and cement water saws.
  • Chipping hammer, power drill, air drill, flushing nozzles, root cutters
  • Trench boxes, circular forms
  • Closed circuit television equipment (tap cameras)
  • Electronic locating tools and sondes
  • Rakes, shovels, pole hole digger
  • Metal detector
  • Air tamper, mechanical tamper
  • Hoist and wiches, safety equipment, personal protective equipment
Safely drive CDL required vehicles to and from job sites
Operate generators and water pumps
Operate air compressors and high pressure water hoses
Operate radio communication devices
Properly utilize equipment designed to detect hazardous gases, compounds, etc.

Ability to:.
Work as a productive and cooperative member of a maintenance, inspection, or repair/rehabilitation team with minimal supervision.
Implement safety precautions, policies and procedures.
Communicate clearly and concisely, both orally and in writing.
Perform strenuous physical labor including climbing, pulling, pushing, and digging, as well as lifting and carrying heavy loads of 50 pounds in accordance with appropriate job hazard analyses in extreme weather conditions.
Work in confined spaces; work in excavations; work in actively flowing combined or sanitary sewers; work on ladders or scaffolds.
Estimate personnel, equipment and materials needed to successfully and efficiently complete assigned tasks.
Use closed-circuit TV reports and/or work orders to plan, set-up and complete sewer repair jobs.
Analyze mechanical and electrical problems, and perform basic repairs as well as routine maintenance operations to sewer inspection equipment.
Interface in a professional and courteous manner with MSD customers in the performance of collection system inspections.
Operate a personal computer, IPad or IPhone and use basic applications in the performance of job duties.
Read and interpret technical printed material, maps, Arcview/GIS information; read and follow simple sketches, work orders, and written instructions pertaining to sewer repair assignments or inspections.
Work independently with minimal supervision.
Use and understand hand signals to communicate in high-noise environments.
Represent the Wastewater Collection Division in a courteous, professional, and helpful manner to its customers – both internal and external.
Actively participate in a cooperative, positive, and productive work environment.
Drive a mobile van, utility truck, combination Flush/Vacuum or dump and complaint truck.

Examples of Work Performed
Prepares, sets-up, and assists a WWC Inspector and/or MEO2 in the operation of Closed-Circuit-Television (CCTV) and/or Flush Vac equipment appropriate to a task's particular needs ( CCTV camera adjustments, flusher nozzles/root cutters, etc.).
Assists in determining the equipment and supplies necessary for sewer repair assignments.
Assists in the planning and completion of manhole installations, repairs and rehabilitation projects.
Checks all phases of equipment set-up to ensure job safety in work being performed; assists the crew leader to determine the appropriate techniques to be used.
Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties.
Identifies unsafe practices and conditions and brings such matters to the attention of the Crew Leader or Field Supervisor.
Assists the Motor Equipment Operator in the direction of excavation equipment; utilizing air-powered pavement breakers and hand digging tools.
Shores excavations using trench boxes, braces, sheeting, and other shoring material to ensure safety of the employees working in the trenches.
Determines the condition of, and replaces damaged sewer pipes.
Services, adjusts and makes minor equipment repairs; performs mechanical and electrical preventive maintenance & emergency repairs to equipment.
Collects, field verifies, and documents changes to GIS sewer asset attributes including: manhole locations, depths, sewer segment lengths, lateral connections, etc.
Properly and safely operates a variety of tools including air compressors, generators, saws, grinders, pumps, etc.
Enters confined spaces such as, manholes, chambers and main sewer lines as needed in the performance of maintenance operations or sewer repair duties.
Locates and witnesses sewer system assets through the use of sondes, line locators, receiving units, and GPS equipment.
Maintains and inputs job specific data and equipment maintenance data into various computer applications.
Attends and participates in training and development classes as assigned.
Regularly interacts and coordinates with customers, fellow employees and representatives of external agencies to maximize efficiency in during the performance of job duties.

Required Education and Experience


Open:
Two (2) years of experience in a field construction or maintenance position.

Other Requirements
Must possess and maintain a valid State of Ohio Class "A" or "B" Commercial Driver's License. May be required to obtain a Tanker Endorsement within the probationary period.
Possession of, or ability to obtain PACP CCTV inspection certification within probationary period. Possession of, or ability to obtain SCBA and Supplied Air certification within probationary period.
Ability to carry, lower and raise equipment weighing 75 lbs over a vertical distance of 20 feet or more in accordance with specified job hazard analyses.
Vision sufficient to read blueprints, schematics, sketches and TV screens.

Additional Exam Information:

Credit for Military Service: Special credit for honorable military service is given (1) only to Ohio residents, (2) who successfully complete all portions of the testing process, and (3) who provide Human Resources a long-form copy of your DD-214 confirming an honorable discharge (Character of Service Box 24 on DD-214). Disabled veterans shall receive ten preference points and non-disabled veterans shall receive five preference points. Veteran's points will be added only to passing scores.

Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 – Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.

U.S. Citizenship: All positions with the City of Cincinnati require that each applicant be a citizen of the United States or have a valid permanent resident card at the time of appointment (date of hire).


Working and Physical Conditions

Environmental Conditions: Outdoor and indoor environments; exposure to extremes in weather conditions; work with machinery, around moving vehicles, on slippery or uneven surfaces; enter and work in Confined Spaces including sanitary sewer manholes and main sewers; exposure to dust, auto exhaust fumes, sewage, sewer gases, noise and vibrations.

Physical Conditions: Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; lifting and carrying heavy loads; climbing, reaching, pushing, pulling, bending; general manual dexterity required; ability to distinguish colors required; must be able to operate assigned vehicle.
