General Statement of Duties

Employee functions in an administrative capacity carrying out special projects as assigned by the Department Director. Also, under general direction of the Director, this employee directs, manages, supervises, and coordinates the activities and operations of the assigned Department. This employee will assist with key departmental functions, including coordinating assigned activities with other divisions, departments and outside agencies. Provides highly responsible and complex administrative support to the Director of the assigned department.

Knowledge of:

Principles and practices of program development, implementation and administration.

Methods and techniques of statistical data collection and analysis.

Principles and practices of municipal budget preparation and administration.

Principles and procedures of financial reporting.

Principles and procedures of management systems and reporting.

Principles of supervision, training and performance evaluation.

Pertinent federal, state and local laws, codes and regulations.

City personnel policies and procedures.

Principles and procedures for developing goals, objectives and management plans.

Public administration principles and processes.

Skill to:

Operate appropriate computer equipment; use properly all related hardware and software.

Operate assigned vehicle in the course of duty.


Ability to:

Implement and maintain positive employee relations.

Promote and maintain highest integrity throughout all personnel.

Analyze and manage effective EEO/AA programs.

Develop and administer departmental goals, objectives and procedures, and assess programs, policies and operational needs and make appropriate adjustments.

Plan, organize, direct and coordinate the work of lower-level staff.

Delegate authority and responsibility.

Select, supervise, train and evaluate staff.

Prepare clear and concise administrative and financial reports.

Maintain confidentiality of certain City information.

Work with diverse groups from the public, business, industry, and various local government agencies to evaluate methods for solving problems and improving service.

Establish and maintain effective working relationships with those contacted in the course of work.


Examples of Work Performed

Assume management responsibility for assigned services and activities of the department.

Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

Maintain records and develop reports concerning new or ongoing programs and program effectiveness; prepare statistical reports as required.

Prepare a variety of complex correspondence, memoranda and administrative staff reports; coordinate and participate in the preparation of agendas.

Participate in the development and administration of the department's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.

Conduct a variety of organization studies, investigations and operational studies.

Attend and participate in professional group meetings; stay abreast of new trends and innovations as it related to department activities.

Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.

Arranges for the services of external consultants and agencies and acts as the City liaison.

Implements assigned department projects by coordinating the work of other department staff, citizen groups, and public and private agencies.

Assigns work to a professional staff, oversees work procedures, and inspects work in progress and upon completion.

Establishes and monitors management controls for administrative, program, and fiscal procedures.

Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Perform related duties as required.




Required Education and Experience

Each applicant must have a Bachelor's Degree from an accredited college or university in Public Administration, Business, Marketing, or area of operational expertise and five to seven years of progressively responsible experience in the public or private sector related to assigned department activities is required. A Master's degree in the aforementioned or operational areas is strongly preferred.

Where a specialized certification or experience is required for the position, a substitution may be permitted to replace educational requirements.

OTHER REQUIREMENTS

Must have a valid Driver's License.
Must be an excellent communicator and team builder.
May require specific industry mandated or related certifications.

Working and Physical Conditions

Environmental Conditions: Office environment: exposure to computer screens; some travel within the City required.

Physical Conditions: Duties require maintaining physical condition necessary for standing and sitting for prolonged periods of time; manual dexterity; may be required to operate assigned vehicle.

Probationary Period: None

Supervision Exercised: Exercises supervision over management, supervisory, professional, technical, and clerical staff of assigned department.
