SENIOR REAL PROPERTY SPECIALIST (NEGOTIATOR)

General Statement of Duties

This is a senior level position for a person with actual real estate appraisal, negotiation, property management, relocation, planning, or development experience. With a minimum of supervision, reads and analyzes right-of-way plans and drawings, appraisals, title reports and environmental reports, and communicates this information to property owners and other interested parties regardless of the person's education or level of experience; works closely with attorneys, business people, and others in government service; has a working knowledge of all applicable federal, state, and city rules, regulations, and procedures; required to have basic computer skills and must be able to prepare the necessary documents to do specific task assigned.
Handles high level negotiations including part takes and complicated high value acquisitions; sets own schedule for acquisitions depending upon the needs of the clients and property owners; negotiates leases, rentals, and excess land sales of any degree of difficulty, including meeting with the property owners, clients, or petitioners on site to discuss the effects on the City's projects.

Knowledge of:
Standard English, grammar and usage; standard correspondence and report formats.
Principles of quantitative and qualitative analysis; principles of financial analysis.
Principles and practices of budget preparation and administration; accounting principles.
Management and administration of federal grant monies.
Use of computers including word processing and spreadsheets..
Pertinent City, County, state and federal laws, codes and regulations.
Civil Service Rules; City Human Resources Policies and Procedures; EEO, ADA, Affirmative Action; union contracts; and other technical procedural materials related to departmental business.
Conflict resolution techniques; negotiation techniques.
Principles and practices of human resource management.

- Required Education and ExperienceEach applicant must meet one of the following requirements:
- Two years’ experience with the City of Cincinnati as a Real Property Specialist (Negotiator)
- Three years’ experience in the real estate field, with at least two years specialized experience in property acquisition and a bachelor’s degree in real estate, Business Administration, Public Administration, or a related field. ? Three years’ experience as a Negotiator, Relocation Agent, or Property Manager with a prequalified consultant’s certificate issued by the Ohio Department of Transportation (ODOT) or a certificate issued by the International Right of Way Association (IRWA) as Right of Way Professional (RWP). Must be in good standing with an active certification with ODOT or IRWA. Other ODOT or IRWA certifications may be considered. ? Seven years’ experience working in support of right-of-way activities and/or property acquisition. Experience must include preparing property acquisition records, reviewing and explaining construction and right of way drawings, deed research, appraisal fundamentals, and property owner relations.
OTHER REQUIREMENTS
Must maintain certification credentials throughout the duration of employment in this position, failure to do so may result in corrective action up to dismissal.
Must have demonstrated communication and organizational skills and a mastery of the technical aspects of real estate.
Must possess a valid Driver's license.
Must be willing to provide own automobile when required.
Some positions may require license as a Public Notary with the State of Ohio.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
