SUPERVISOR OF INSPECTIONS (NON-COMPETITIVE)

General Statement of Duties
To supervise, assign, review and participate in the work of staff responsible for assigned building and zoning code enforcement activities; to ensure work quality and adherence to established policies and procedures; and to perform the more technical and complex tasks relative to assigned area of responsibility.
Minimum Qualifications (KSAs)

Knowledge of:
Cincinnati Basic Building Code.
Pertinent federal, state and local laws, safety codes and regulations.
Modern and older practices and materials of general building construction.
Principles of plumbing, electrical wiring, elevator mechanics and general building construction.
Methods and techniques of inspections related to zoning and building codes.
Principles of accounting and municipal budget preparation and control.
Principles of supervision, training and performance evaluation.
Construction reference standards, ordinances, regulations, policies and procedures.Skill to:
Operate a computer in performance of job duties.
Operate assigned vehicle in performance of job duties.Ability to:
Implement and maintain positive employee relations.
Promote and maintain highest integrity throughout all personnel.
Analyze and manage effective EEO/AA programs.
Supervise, direct and coordinate the work of lower-level staff.
Select, supervise, train and evaluate staff.
Interpret and explain City zoning/inspection policies and procedures.
Prepare clear and concise technical reports.
Analyze building plans quickly and accurately.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, professionals and the general public.

Direct and coordinate inspections of work in the public right of way.
Direct, coordinate, and assign work activities, projects, workflow and schedules of staff.
Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures; monitor expenditures.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Meet with staff, design professionals, contractors, attorneys. local organizations, and the general public as necessary regarding proposed or in-progress construction.
Prepare correspondence and reports as assigned; provide assistance to the Director, Deputy Directors, and Division Managers.
Coordinate assigned inspection activities with those of other divisions or inspection agencies; ensure that staff adhere to established safety policies.
Assist those contacted in the course of duty in an effective, efficient and professional manner.
Perform related duties as assigned.

Required Education and Experience

PROMOTIONAL
Each applicant must have four years of full-time experience in the inspection of roadway infrastructure with a minimum of two years’ experience as an Assistant Supervisor of Construction Inspections with the City of Cincinnati.
OPEN
Each applicant must have six years of full-time experience in the inspection and/or construction of roadway infrastructure with a minimum of two years involving supervision, management or oversight of permits and/or projects.
OR
Construction Management certificate or an associate degree from an accredited college, university, or technical institute in a related field may be substituted for 2 years of the experience requirement (TRANSCRIPT OR CERTIFICATE MUST BE ATTACHED IF QUALIFYING UNDER THE QUALIFICATION).OTHER REQUIREMENTS
Must have a valid Driver's License.
Must be an excellent communicator and team builder.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work on ladders/scaffolds and on slippery or uneven surfaces; work around electrical energy and dust from construction; potential for high stress in emergency situations, entering high crime areas and/or vacant buildings.
Physical Conditions: Duties require maintaining physical condition necessary for standing, sitting and walking for prolonged periods of time; light and moderate lifting and carrying; kneeling, bending, climbing; general manual dexterity required; negotiate around construction site; climb ladders and scaffolding; work at great heights on roofs or other high places; must be able to operate assigned vehicle.
