General Statement of Duties

Employee supports the Great Cincinnati Water Works (GCWW) Department in the management of Water Treatment functions. Employee directs and supervises the efforts of technical plant personnel and other staff associated with maintaining equipment and functions of Water Treatment facilities; participates as a senior staff member for the department and provide responsible assistance to department management staff. Perform related duties as assigned.

Minimum Qualifications (KSAs)

Knowledge of:
Principles and practices of water treatment and plant operations.
Principles and practices of budget analysis, budget preparation, and sound fiscal management.
Principles and practices of federal program guidelines and related compliance issues.
Principles and practices of relevant city and state governing bodies.
Effective techniques for employee supervision and motivation.
Union contracts and related employee organizations.
Skill to:
Operate appropriate machinery and equipment.
Operate assigned vehicle in course of duty.
Ability to:
Implement and maintain positive employee relations.
Promote and maintain highest integrity throughout all personnel.
Analyze and manage effective EEO/AA programs.
Identify, analyze and solve problems.
Plan work processes and procedures for self and other to follow.
Balance a fund; complete projects within budget requirements.
Show appropriate assertiveness and tact with colleagues and the general public.
Evaluate programs and personnel.

Communicate clearly and concisely, both orally and in writing.

Required Education and Experience

Each applicant must have 5 years of progressively responsible work experience in drinking water treatment plant operation, including at least 2 years of supervisory experience. Supervisory experience must be at a treatment plant with a design capacity of at least 5 million gallons per day. Up to one year of experience in drinking water distribution may be substituted for experience in drinking water treatment plant operations. At least one-half of the required work experience must have taken place within the five years immediately preceding the application deadline

OR

An Associate’s degree or higher (or a total of 60 credit semester credit hours with at least 18 semester credit hours) in Engineering or a related field and at least 2 years of supervisory experience at a treatment plant with a design capacity of at least 5 million gallons per day. At least one-half of the required work experience must have taken place within the five years immediately preceding the application deadline.


OTHER REQUIREMENTS
Must have a valid Driver's License.
Must have a Class III Water Supply Professional Operator Certification issued by the State of Ohio Environmental Protection Agency.
Twenty-four contact hours to maintain Class III Water Supply Professional Operator Certification from the Ohio Environmental Protection Agency. Possession of appropriate certification in Water Supply from the Ohio Environmental Protection Agency prior to examination.
Must be an excellent communicator and team builder.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: Primarily a plant environment; some exposure to varying weather conditions, slippery or uneven surfaces and noise.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and/or walking for prolonged periods of time, as well as heavy to moderate lifting of objects; general manual dexterity required; must be able to operate assigned equipment; adequate audiovisual and linguistic acuity required.
