General Statement of Duties

This Principal Engineer position is part of the project delivery team, collectively responsible for the delivery of over 100 projects, that is necessary to meet consent decree requirements and to maintain our existing assets. Specifically, this Principal Engineer leads the Delivery Services Group which includes our Surveying Group and Construction Inspectors, supervising a total of approximately 30 employees. Will serve as a key construction resource to project managers and serve as the Chair of the Change Committee (oversees all construction change orders), Chair of the Standards Committee, and Chair of the Risk Management Committee.

Knowledge of:
modern complex principles and practices of engineering as related to assigned area of responsibility.?

Provide formal supervision for staff responsible for professional and technical engineering operations.Directs, coordinates, and reviews the work plan for assigned engineering services and activities.
Review vacant positions and applications and conduct/participate in interviews for the division.
Review and sign division timesheets, F25’s, OT approval and other admin forms
Perform PIP/Corrective action for issues with staff.
Perform annual and special performance evaluations for staff.
Ensures that employees follow safe work practices and have safe working conditions; implements principles of the Employee Safety Instruction Manual.
Ensures quality of work and adherence to established policies and procedures.
Provide technical expertise or for engineering programs or activities.
Identify needs for training, provide or coordinates training to employees as needed.
Procure and Manage engineering consultants.
Develop Requests for Proposals and Requests for Qualifications Enforce Contract requirements including adherence to specifications and quality control.
Perform Public Engagement Activities, such as Community Council meetings, community groups or other non-profits.
Manage, route, investigate or respond to Customer Service Requests (CSRs) or records requests.
Assist with developing and maintaining the project financial spreadsheet to keep track of the various funding sources and expenditures.
Participates in the development and administration of assigned program budget. Create cost estimates and other contract documents.
Identify and apply for outside funding.
Develop and/or implement new databases, reports, dashboards, software tools, or work-flow tracking.
Manage databases and updates.
Develop new standards, specifications, procedures, or processes for engineering programs or projects.
Prepare engineering drawings, construction plans, and specifications using AutoCAD and other software and direct the work of engineering technicians.
Troubleshoot infrastructure or engineering problems in the field
Hold weekly or monthly team meetings.
Aid with regional and local project planning. Provide support to supervisors on technical, administrative, managerial issues and budget preparation.
Provides project management, consultant, or contract management oversight as needed. Work on large-scale or highly technical engineering projects.
Perform utility coordination and construction engineering and management. Coordinate with multiple Engineers and other groups, several City Departments, other local jurisdictions and developers, and private engineers.Managing and monitoring the execution of Multi-Million Dollar Capital Improvement projects (CIPs).
Review plans for constructability.
Sign and stamp design or construction documents as appropriate- (requiring a P.E. license.) Review and approve drawings, plans, designs – (not requiring a P.E. license.)
Represent department and present department initiatives at regional and national conferences. Coordinate award of a contract, i.e. award letter, accept and appropriate legislation.Probationary PeriodTwelve months.Supervision ExercisedExercises direct supervision over professional, supervisory, technical, and clerical staff. Each applicant must have a bachelor’s degree in civil engineering, mechanical engineering, electrical engineering, or a closely related field. In addition, each applicant must have eight years of experience demonstrating increasing responsibility as an engineer with successful management of projects for transportation, construction, or design projects.
OTHER REQUIREMENTSPossession of registration with the State of Ohio as a Professional Engineer. If not registered in Ohio when appointed, Ohio registration must be obtained during the probationary period. Must have a valid Driver's License.Must be an excellent communicator and team builder.

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work with or in water, below ground, on ladders or scaffolds, on slippery or uneven surfaces, around moving objects/vehicles; exposure to construction project environments; some travel by automobile required.
Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light and moderate lifting and carrying; general manual dexterity required; audiovisual and linguistic acuity required; must be able to operate assigned vehicle.
