General Statement of Duties


We are looking for a candidate with network engineering skills to design, implement, maintain, and support our growing network infrastructure. You will be part of a systems engineering team that is responsible for designing and developing scalable, maintainable, highly available network architectures that meet business objectives and SLAs.

The position duties encompass skills in multiple areas encompassing the City's Metropolitan Area Network including; Network design and engineering, new site deployments, network operational maintenance, performance monitoring and alerting, upgrade, support, and management of Cisco suite of enterprise products and support, and managing multiple citywide networking projects. The person who fills this position will fulfil the following duties also:

• Perform in depth research, gather information, perform analysis, tests, evaluations for development, maintenance and implementation of
various business solutions within the City's Metro Area Network

• Design, configuration, and maintenance of Networking and Security appliances

• Provide end user support for networking and security concerns

• Have in depth knowledge of networking and security functions, applications, and resources.


Under general direction, the Technical Systems Analyst is responsible for the design, implementation, maintenance, and security of the organization’s network and computing infrastructure. This position performs advanced work in network engineering, systems administration, cybersecurity, and hardware/software integration across diverse platforms. The incumbent collaborates with internal departments, external vendors, and client agencies to support critical systems, resolve complex technical issues, and implement technology solutions aligned with organizational goals. The role may lead or coordinate major technical projects and contributes to system reliability, data integrity, and disaster recovery planning.

Minimum Qualifications (KSAs)

Knowledge of:
Modern principles and practices of computer programming, system analysis and networking.
Methods and techniques of data processing, database management and information storage and retrieval.
Principles of budget preparation and control and of cost estimation; basic accounting and marketing.
Principles of supervision, training and performance evaluation; City personnel policies and procedures.
Pertinent federal, state and local laws, codes and regulations.

Ability to:
Supervise, direct and coordinate the work of lower level staff.
Select, supervise, train, motivate and evaluate staff.
Interpret and explain City policies and procedures.
Prepare clear and concise reports.
Communicate clearly and concisely, both orally and in writing.
Troubleshoot computer hardware and software problems.
Negotiate the obtainment of hardware, software and services from vendors.
Analyze and correct complex problems.
Prepare clear and concise schematics.
Handle personnel matters, grievances and disputes.
Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups and the general public.
Develop work plans and schedules.
Install, maintain, debug, calibrate and update computer hardware, software and network hardware.
Explain complex computer concepts, software packages and hardware functions.
Work with a variety of computer hardware and software.


Examples of Work Performed:

Design, coordinate and schedule a variety of advanced technical projects.
Design and maintain sewer and network configurations with the aim of controlling and improving overall productivity of resources.
Design, code and maintain specialized software: utilities/application interfaces/ message routers/ analysis tools/etc.
Implement and maintain security systems on various computer platforms.
Maintain and exercise plans for recovering data processing capabilities in case of power failure or other system failures.
Review application design specifications in areas of assents, alternatives, requirements and detailed design.
Disseminate information on relevant topics; provide seminars, publish documents on procedures, methods, software changes, known problems, etc.
Maintain an Internet firewall to protect the enterprise network and severs while allowing client access to the Internet.
Maintain Domain Name Services within the enterprise TCP/IP network.
Assist those contacted in the course of duty in an effective, efficient and professional manner.
Perform related duties as assigned.


Required Education and Experience

PROMOTIONAL: Four years as a Senior Computer Programmer Analyst with the City of Cincinnati.

OPEN: Each applicant must have three years of paid professional experience in hardware installation/management, network administration, security operations, system administration, or software development experience plus a bachelor's degree from an accredited college or university with major course work in GIS, geography, planning, computer science or a related field

OR


Each applicant must have five years of paid professional experience with at least three years of experience in hardware installation/management, network administration, security operations, system administration, or software development experience plus an associate's degree from an accredited college or university with major course work in GIS, geography, planning, computer science or a related field.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Candidates must attach their Joint Services Transcripts evaluated by the American Council on Education (ACE) if they would like military course work to be considered as part of the application review. Working and Physical Conditions

Environmental Conditions:
Indoor environment; exposure to office computer screens; work alone and closely with others.

Physical Conditions:
Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting or standing for prolonged periods of time; general manual dexterity required.

Probationary Period:
Twelve months.
Supervision Exercised:
May exercise technical and functional supervision over subordinates.
