General Statement of Duties
This employee performs a wide variety of technical staff functions within an engineering unit of the city; assignments may include sketches, researching special projects and records, and assisting Engineers with engineering calculations using specialty software; utility and project coordination; and assist in program management as directed by a higher level Technician or Engineer. Employee performs related duties as required.

Knowledge of:
Engineering principles, terminology, and standard symbols.
City construction specifications and regulations.

Determine the nature of a problem based on the caller’s information and to make decisions concerning referral of messages with limited information.

General Functions:
Assists Engineers in the evaluation of data.
Prepares on-site field notes for later drawings.
Deals with public in issuing permits or other technical documents.
Trains and instructs other employees.
May be required to drive a vehicle (car, small truck, or van) to work sites or construction sites.
May be assigned to field construction projects to perform work as assigned by an Inspector, higher-level Technician, or Engineer.
Attends other City agency meetings as required.
Reviews plan sheets that include underground utilities.
Assigned program specific work.
Updates information in specialty software.
Assists in reviewing drawings used for construction.
Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties. Identifies unsafe practices and conditions and brings such matters to the attention of the crew leader or supervisor.
Reviews project improvements for utility conflicts.
Research records for utility locations, special projects Courthouse and/or City Records.
Assists Engineers with various engineering calculations.
Research
Provides technical information to other City departments¬.
Uses computer systems for record storage, retrieval, and information searches.
Assists Engineers or higher-level Technicians in field investigations of problems.
Reviews and issues permit.
Use of Permit's Plus, CAGIS, County-wide Construction Coordination and other specialty software.
Read and interpret information provided in reference manuals, spreadsheets, federal and county records, intranet and internet sites, training sessions, city maps, staff meetings, and standard construction plans and specifications to ensure compliance with City and State standards. Files permits and applications, performs data entry and assists customers at counter and over phone. Prepares, maintains, and distribute permit statistic reports and status reports on active commercial, industrial and residential projects.
Processes building permits by logging permits in the database, routing them to the proper departments for review, and issuing permits to customers.
Research records and provides customers with specialized site-specific property information such as approved building permits, finalized building plans, certificate of occupancies, contractor’s affidavits, special inspections certificates, zoning, site, and plot plans.
Required Education and Experience
- Open:Each applicant must have two years of experience in engineering technical work performing tasks similar to those performed by a Civil Engineering Technician 1 OR one year of experience in engineering technical work performing tasks similar to those performed by a Civil Engineering Technician 1 plus successful completion of twelve semester credit hours at the trade school, technical institute, or college level in relevant courses.OTHER REQUIREMENTSSome positions may require a valid Driver's License.May need to supply personal car for travel to perform duties.MILITARY EDUCATION & EXPERIENCE EVALUATIONMilitary education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.
Credit for Military Service: Special credit for honorable military service is given (1) only to Ohio residents, (2) who successfully complete all portions of the testing process, and (3) who provide Human Resources a long-form copy of your DD-214 confirming an honorable discharge (Character of Service Box 24 on DD-214). Disabled veterans shall receive ten preference points and non-disabled veterans shall receive five preference points. Veteran's points will be added only to passing scores.
Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 – Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.
