SUPERVISING CRIME ANALYST (POLICE)

General Statement of Duties

This employee supervises, assigns, reviews, and participates in the work of staff responsible for crime analysis. Employee ensures work quality and adherence to best practices in data management and analysis. In addition to supervision, they perform more technical and complex analytic and data management tasks. Perform related duties as required.

Minimum Qualifications (KSAs)

KNOWLEDGE OF:
• Best practices in data collection, management, and analysis.
• Principles and practices of mapping and spatial analysis.
• Principles of supervision, training, and performance evaluation.
• Basic mathematics, bookkeeping, and statistics as applied to crime and public safety data.
• Principles and practices of data validation and verification.
• Preparation and interpretation of crime briefs, internal and public presentations, written reports, and other analytic products.
• Principles of crime prevention and problem solving in policing, using the SARA process.
• Understanding of police operations and how they affect the recording of police data.
• Operation of computers and use of associated software applications in performance of job duties.
• Standard English grammar, usage and spelling; standard business correspondence formats.

SKILL TO:
• Operate appropriate computer equipment; use properly all related hardware and software.
• Analyze spatial data, specifically using ArcGIS products.
• Query data from databases using Microsoft Access and SQL.
• Management large data sets.
• Operate calculators and related office equipment.
• Operate assigned vehicle (depending on assignment).

ABILITY TO:
Implement and maintain positive employee relations.
• Promote and maintain highest integrity throughout all personnel.
• Analyze and manage effective EEO/AA programs.
• Apply best practices in data management and analysis to district and citywide analytic tasks.
• Supervise, organize, and review the work of lower-level analysts.
• Select, supervise, train, and evaluate staff.
• Interpret and explain City policies and procedures.
• Identify and correct errors in data queries and analyses; examine and verify routine crime analysis reports and projects.
• Analyze and interpret crime data and data storage systems, like RMS, ECC, and Axon.
• Exercise independent judgment to devise solutions to crime and public safety problems.
• Prepare business correspondence; organize, analyze, interpret, evaluate, and present reports.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

Required Education and Experience

Each applicant must have a Bachelor's Degree from an accredited university in Criminology, Criminal Justice, Police Science, Public Administration, Computer Sciences, Mathematics, Statistical Analysis, Information Management, or a related field. Additionally, each applicant must have a minimum of five years of supervisory or management-level work experience in crime analysis/research and/or intelligence analysis/research.

OR
Must have a Master's Degree in any of the above listed fields and a minimum of three years of supervisory/management-level work experience in crime analysis/research and/or intelligence analysis/research.

OR
Must have a Bachelor’s Degree in any of the above listed fields and a minimum of two years of experience as a Senior Crime Analyst with the City of Cincinnati. A Master’s Degree in one of the above fields may be substituted for one year of experience.


OTHER REQUIREMENTS

• A valid Driver's License may be required in some positions.
• Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: Office environment; exposure to computer screens; occasional outside work required in some instances

Physical Conditions: Duties require maintaining physical condition necessary for sitting and standing; general manual dexterity required.
