General Statement of Duties

This employee supervises, assigns, reviews, and participates in the work of staff responsible for assigned accounting and financial information services. Employee ensures work quality and adherence to generally accepted accounting principles and procedures (GAAP) for governmental Financial Reporting. Employee will perform the more technical and complex tasks relative to assigned area of responsibility, which may include preparing and/or auditing governmental GAAP financial statements. Perform related duties as required. This position is responsible for a large number of tasks involved with the Annual Comprehensive Financial Report. This position takes on more Financial Reporting work, requiring the supervision of one Senior and two Accountants in the Financial reporting section. There is a significant amount of contact with the Financial Reporting consultant and Auditors in this position as well as working directly with the Division Manager and Finance Manager in Accounts & Audits.

Minimum Qualifications (KSAs)

Knowledge of:
Generally accepted accounting principles
principles and practices of financial record keeping and reporting.
Principles of supervision, training, and performance evaluation.
Basic mathematics, bookkeeping, and statistics as applied to municipal accounting.
Business systems for revenue forecasting, investments, debt service, taxation, inventory, etc., as pertinent to assigned area of responsibility.
Pertinent federal, state, and local laws, codes, and regulations.
Operation of computers and use of associated software applications in performance of job duties
Principles and practices of financial auditing
Preparation and interpretation of governmental GAAP financial statements.
Standard English grammar, usage and spelling; standard business correspondence formats
Principles of budget preparation and financial forecasting.

Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate calculators and related office equipment.
Intermediate level with Excel.
Operate assigned vehicle (depending on assignment).

Ability to:
Implement and maintain positive employee relations.
Utilize Excel efficiently.
Promote and maintain the highest integrity throughout all personnel.
Analyze and manage effective EEO/AA programs.
Apply generally accepted accounting principles to municipal accounting tasks.
Supervise, organize, and review the work of lower-level staff.
Select, supervise, train, and evaluate staff.
Interpret and explain City policies and procedures.
Identify and correct errors in accounting records; examine and verify routine financial documents and reports.
Analyze and interpret accounting/financial information and systems.
Exercise independent judgment to devise solutions to accounting and auditing problems.
Prepare business correspondence; organize, analyze, interpret, evaluate, and present reports.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned accounting, auditing, and financial information services.
Establishes schedules and methods for providing assigned services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures; recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.
Performs the more technical and complex tasks of the work unit as assigned.
Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements City and departmental human resources policies and procedures.
Participates in the preparation and administration of assigned program budgets; submits budget recommendations; monitors expenditures.
Prepares analytical and statistical reports on operations and activities; reviews, analyzes, and approves financial documents, controls, financial statements, and reports; prepares a variety of financial reports as assigned; makes presentations of financial information to groups as assigned.
Serves as liaison for the assigned department or division with other city departments/divisions and outside agencies
Creates and maintains accounting systems as required to comply with policies, procedures, and guidelines of various governmental agencies.
Stays abreast of new trends and innovations in accounting and financial management, as well as in assigned area of responsibility (benefits, income tax, finance, etc.).
Assists those contacted in the course of duty in an effective, efficient, and professional manner.


Required Education and Experience

OPEN:

Each applicant must have a bachelor’s degree in Accounting or Finance from an accredited university OR a bachelor’s degree in a related discipline with a concentration in accounting (must have successfully completed six accounting classes at an accredited university in principles of accounting, intermediate accounting, or related accounting disciplines such as auditing or tax). In addition, each applicant must have five years of experience in accounting or financial analysis. A master's degree in Accounting is preferred. Certification as a CPA (Certified Public Accountant) is preferred.

PROMOTIONAL:

Each applicant must have two years of experience as a Senior Accountant with the City of Cincinnati. Additionally, each applicant must have a bachelor's degree from an accredited university in accounting or finance OR a bachelor's degree in a related discipline with a concentration in accounting (must have successfully completed six accounting classes at an accredited university in principles of accounting, intermediate accounting, or related accounting disciplines such as auditing or tax). A master's degree in accounting is preferred. Certification as a CPA (Certified Public Accountant) is required by some City departments.

OTHER REQUIREMENTS

A valid Driver's License may be required in some positions.

Must be an excellent communicator and team builder.

Positions in the Accounts and Audits Financial Reporting Division may require experience in preparing and/or auditing governmental GAAP financial statements.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Office environment; exposure to computer screens; occasional outside work required in some instances.

Physical Conditions:

Duties require maintaining physical condition necessary for sitting and standing; general manual dexterity required.
