General Statement of Duties

Under general direction, this employee serves as support for the City of Cincinnati Retirement Division and mission of the Cincinnati Retirement System. The Senior Management Analyst (INVESTMENT ANALYST – CRS) works as part of a team to implement the best operational and risk management practices. The employee serves as direct support to the Retirement Director, Chief Information Officer (CIO), Investment Finance Manager, and additional staff support. Acting in the best interest of all participants and providing exceptional service to members, this role will serve and manage investment efforts across all asset classes with a degree of due diligence, data analysis, financial modeling, and investment evaluation such as private equity. Performs related duties as required.

Knowledge of:

Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility. Principles and techniques for working with groups and fostering positive team interaction to ensure teamwork is effective.

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Standard English, grammar, and usage; standard correspondence and report formats. Use of computers in performance of assigned duties; use of related software.

Pertinent local, state, and federal laws, codes, and regulations governing financial administration and pension funds.

Quantitative and qualitative analysis Methods to for determining the cash position.
Accounting financial analysis, cash management, performance measurement, and modern portfolio theory.

Banking operations and municipal treasury operations. Fixed income investments and relevant ordinances. Municipal bonds. Private market-based investment strategies, portfolio management, direct investment, and investment manager selection.

Principles and practices of cash management, investment, economic analysis, and modern portfolio theory.

Skill to:
Operate a computer and other standard office equipment in the performance of assigned duties.

Use software such as spreadsheets, word processing, graphical presentation, and statistical analysis.

Operate assigned vehicle in performance of job duties (as required). Establish, maintain, and foster positive and effective working relationships.

Ability to:

Analyze and understand complex issues in an assigned area of responsibility and develop effective recommendations. Plan, organize, and prioritize responsibilities so that projects and reports are completed in a timely and accurate manner. Use independent reasoning to solve complex problems. Assign, direct, and evaluate the work of and supervise subordinate staff.

Process complex information while maintaining attention to detail. Communicate clearly and concisely, both orally and in writing.

Prioritize work; manage time to meet deadlines.

Make decisions based on data analysis and observation.

Interpret, explain, and apply pertinent to local, state, and federal laws, regulations, ordinances, policies, and procedures; interpret and apply rules of contract compliance.

Apply various criteria to evaluate contract bids and recommend selections (as assigned). Maintain confidentiality of City information.

Perform complex analyses of problems and formulate solutions related to assigned areas of responsibility. Establish and maintain and promote positive and effective working relationships with employees, other agencies, and the public. Interpret financial modeling, portfolio analytics, and presentation skills.

Recommends and assists in the implementation of goals and objectives establish schedules and methods for the performance of professional duties in support of Cincinnati Retirement Division and system. Analyzes and develops processes, procedures, work simplification, computer applications and methods of achieving intended outcomes. Meets with employees, management personnel, and citizens to provide training, information, and solutions to problems.
Participates in the development, execution, and/or coordination of specific programs or studies. Performs a variety of complex data gathering, analyses, and report writing activities on a special project basis. Prepares and presents a wide variety of policy reports, proposals, documents, and correspondence.
Perform evaluation of portfolio diversification by geography, sector type, and investment style. Monitors and perform analytical studies.
Assists with the development, monitoring, and reporting of diverse portfolio investment. Develops or makes use of computer capabilities to evaluate data. Coordinates the activities of consultants. Performs evaluation of investment opportunities with an emphasis on private markets.
Consults or coordinates with investment managers, analyst, investment accounting, legal counsel, custodian, third-party advisors, and consultants.
Manage research and ongoing due diligence processes for retained and potential investment managers and service providers.
Designs and prepares report formats - manual and computerized.
Performs other tasks related to the management of assigned programs, policies, and procedures as needed. Assist those contacted in the course of duty in an effective, efficient, and professional manner.

Required Education and Experience

PROMOTIONAL:
Each applicant must have one to three years of experience as a Management Analyst with the City of Cincinnati. Additionally, each applicant must have a Bachelor's Degree from an accredited college or university in Finance, Business Administration, or accounting or a closely related field. A Master's Degree or advanced degree in Finance, Accounting, Business Administration, or related field is preferred.

OPEN:
Each applicant must have one to three years of full-time professional institutional experience involving a high degree of skill in data analysis, financial modeling, and investment evaluation such as private equity, investment banking, consulting, or similar background.

Additionally, each applicant must have a Bachelor's Degree from an accredited college or university in Finance, Business Administration, or Accounting or a closely related field. A Master's Degree or advanced degree in Finance, Accounting, Business Administration, or related field is preferred.

Relevant experience may be used to substitute education requirements; relevant education may be used to substitute for experience requirements.

OTHERREQUIREMENTS

Some positions may require a valid Driver's License.

MILITARYEDUCATION&EXPERIENCEEVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.


Working and Physical Conditions

Environmental Conditions:
Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; automobile travel within the City may be required.
Physical Conditions: Duties may require maintaining physical conditioning necessary for sitting and standing for prolonged time periods; light lifting and carrying; general manual dexterity required; must be able to operate assigned vehicle.
