General Statement of Duties

This employee is an independently licensed clinician working under administrative supervision of the Supervising Behavioral Health Specialist. The employee serves as a primary clinician and case manager, performing a comprehensive variety of professional treatment services. This employee makes behavioral health diagnoses using diagnostic tools and sound clinical judgment. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Principles, theories, and methods of the psychological and social development of individuals; substance use disorders and the physiological, psychological, and social impacts; Private and public community-based resources.
Various treatment options, i.e. dialectical behavioral therapy, cognitive behavioral therapy, motivational therapy, among many other treatment options.
Social history development and interviewing and treatment techniques appropriate for individuals with substance use and/or mental illness/serious emotional disturbance Counseling, assessment, and casework methodology Research methods and statistics. Community health resources.

Skill to:

Communicate clearly and concisely, both orally and in writing.
Core skills in motivational interviewing and cognitive behavioral therapies; Operate a personal computer, calculator, and other office equipment.

Ability to:
Formulate diagnoses and appropriate treatment plan; Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, clients, community groups, and the general public.
Establish rapport and maintain effective relationships with clients; Maintain records and prepare reports.
Manage a caseload Develop a client-centered treatment plan. Exercise independent judgment to apply expertise in conducting initial assessment, diagnosis, treatment, and subsequent referrals Establish a diverse network of health care, forensic, law enforcement, community resources to formulate a holistic treatment event.
Participate in client counseling, interviewing, and assessment techniques.
Perform behavioral health and risk assessments and apply evidence based/informed treatment approaches/modalities; Speak in public to a variety of audiences.

Required Education and Experience

Each applicant must have a Master of Social Work degree, or closely related field from an accredited college or university. In addition, the applicant must possess one of the following licenses under the Ohio Counselor, Social Worker, and Marriage and Family Therapist Board: Licensed Professional Clinical Counselor (LPCC) or Licensed Independent Social Worker (LISW). A Licensed Independent Chemical Dependency Counselor (LICDC) with the Ohio Chemical Dependency Professionals Board is preferred.

OTHER REQUIREMENTS
Must have experience in crisis management, knowledge of crisis management. Experience with domestic violence counseling, opiate dependence, dual diagnosis

Working and Physical Conditions

Environmental Conditions:
Indoor environments, with some outdoor work; exposure to computer screens; work closely with others.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; lifting and carrying light and moderate loads; general manual dexterity required.

Examples of Work Performed

Conducts individual and group counseling sessions to assess clients' physical and mental health needs; identifies, researches, and analyzes information provided by client(s) within various awareness, prevention, and various intervention programs.

Coordinates, organizes, and plans presentations for community groups, health professionals, city agencies, and employees; answers questions and provides information to the public, city staff, and public officials regarding city health programs.

Provides staff support to a variety of boards, commissions, and committees; prepares and distributes reports, correspondence, and related documentation as requested.

Meets with individuals and outside agencies, including resource personnel for presentations/ special activities and various governmental representatives; works with other City departments and divisions to provide information and administer programs.

Obtains and maintains files of data from outside agencies; conducts a variety of research studies and investigations; develops and recommends modifications to programs, policies, and procedures.

Assists those contacted in the course of duty in an effective, efficient, and professional manner
