General Statement of Duties

This Development Manager- Real Estate Development (Unclassified) position is housed within the
Office of Strategic Growth (OSG).


Assignments are available within the Real Estate Development Division.

The focus of OSG is "Creating housing and economic growth in the City by providing services to for-profit and non-profit developers, the high-growth start up sector, and established businesses. Leverage collaboration with partners, policy innovation, and process reforms to increase housing and economic development growth."

This senior staff employee manages and coordinates the work of staff responsible for real estate development projects, incentive programs, capital deployment initiatives, and real estate transactions administered by the Office of Strategic Growth.. Employee coordinates assigned activities with other divisions, outside agencies, and the general public. Provides highly responsible and complex administrative support to the Office of Strategic Growth, the Division Manager of Real Estate Development, and senior leadership as assigned. Work requires managing and implementing programs and projects that support commercial, industrial, mixed-use, and residential real estate development; redevelopment of strategic sites and districts; administration of real estate tax incentives; capital deployment programs; and real estate transactions throughout the City. Serves as a liaison between the City and various stakeholders related to these projects. Ensures project work is completed at a high level of quality and in accordance with established policies and procedures and performs the more technical and complex tasks relative to assigned area of responsibility.

Development Managers typically lead the most complex real estate development projects within the division and may be supported by Senior Development Officers or Development Officers assigned to those projects. The Development Manager role is primarily a project management role responsible for advancing complex development projects. Development Managers may supervise staff assigned to projects but are not required to have ongoing supervisory responsibilities.

Staff within the division must learn to effectively advocate for projects internally and help shepherd development projects through City processes including coordinated site review and entitlement processes with departments such as Planning, Buildings and Inspections, Transportation and Engineering, and other relevant departments. The division works closely with development partners to coordinate development financing and project implementation.

Knowledge of:
How local economies function and fit within the larger marketplace. Economic development theories and practices.
Real estate development practices and development finance strategies.
Principles, practices, and terminology of urban design, management, and development.
Methods, phasing and implementation of large, master planned urban projects.
Concepts, objectives and methods of urban land development, architectural design and construction documents.
Principles and practices of community development and revitalization programs.
Methods of market analysis, research and project economic feasibility analysis and development proformas.
Interpretation and preparation of financial documents.
Principles, transactions and practices of real estate and real estate finance.
Terminology and procedures/processes relating to real estate transactions, loan agreements, mortgages and promissory notes.
Finance and loan packaging, including loan structures, amortization and determination of rates and terms.
Pertinent Federal, State and Local laws, codes, rules and regulations. Methods for structuring public participation in real estate development projects and evaluating fiscal and
economic impacts.
Standard contract forms and law regarding agreements with developers, consultants, financial institutions, and Federal, State and Local agencies.
Development concepts related to residential, industrial, commercial, and mixed-use real estate projects.
Job related computer software applications, including word processing, spreadsheets, and database applications.
City geography.

Plans, prioritizes, assigns, reviews, and participates in the work of staff responsible for real estate development projects, incentive programs, capital investments, and property transactions.
Recommends and assists in the implementation of goals and objectives.
Implements approved policies and procedures. Participates in the development of policies and procedures. Monitors work activities to ensure compliance with established policies and procedures. Makes recommendations for changes and improvements to existing standards and procedures.
Directs, coordinates, and reviews the work plan for assigned services and activities; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
May assist with training, mentoring, or coordination of staff assigned to projects.; provides or coordinates staff training; works with employees to correct deficiencies.
Reviews incentive applications, soliciting requests for proposals and development proposals from private development companies; negotiating development agreements and contracts; and managing contracts from execution to closure.
Prepares information for targeted promotional activities. Composes and publishes reports; and presents information to stakeholders and decision makers. Maintains up-to-date and accurate project information in the department's database.
Participates in the preparation and administration of the program budget; submits budget recommendations; and monitors expenditures.
Prepares analytical and statistical reports on operations and activities; represents the department before City Council, boards, commissions, and business and community groups.
Participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.
Manages major development projects; negotiates development agreements; prepares or supervises preparation of urban renewal plans, master plans, and development proposals.
Prepares presentations of development plans and implementation strategies for the City Manager, City Council, community stakeholders and the general public to determine potential level or type of City involvement.
Interviews prospective developers and businesses and evaluates the feasibility of their proposals or business plans; makes recommendations to senior leadership concerning development feasibility. Negotiates with developers regarding site acquisition, public improvements and financing alternatives for economic development.
Supports staff with affordable & market rate housing development, acquiring real property, and managing property.
Analyzes and evaluates real estate development proposals; negotiates, drafts, and administers consultant contracts.
Responds to and resolves difficult and sensitive citizen or business inquiries and complaints.
May be required to facilitate project contracts through a multi-level city contracting process; negotiates project terms; recommends changes to attain objectives.
May be required to conduct inspections for city funded programs and projects; ensures contract compliance post contract execution.
May be required to identify and assist in development of grants applications and administers grant-funded programs.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.

Required Education and Experience

Each applicant must have at least five years of experience in real estate development, housing development, economic development finance, or public-private development transactions with a municipality, development organization, financial institution, or private development firm. Additionally, a Bachelor's Degree (or higher) in Public or Business Administration, Real Estate, Urban Design/Planning, Finance, or a related field is required.


A Master's Degree in one of the above stated fields and/or professional certification from an accredited professional organization (such as International Economic Development Council - CEcD, National Development Council - EDFP, HDFP and RHDFP, Community Development Financial Institution certification) is preferred.



OTHER REQUIREMENTS:
Must have a valid Driver's License.
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Working and Physical Conditions

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; travel to various locations throughout the City, including active construction sites, unimproved land, and office buildings may be required; exposure to extremes in weather conditions; some ground conditions may will be slippery or uneven; and work around moving vehicles/machinery may .

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light lifting and carrying; must be able to operate a motor vehicle.

Supervision Exercised: May exercise direct supervision over professional, technical, and clerical staff.
