General Statement of Duties

This Development Officer- Contract Management (Unclassified) position is housed within the Department of Opportunity and Resident Services (DORS).


Assignment is available within the Resident Services Division. Please be aware that available assignments may change depending on Departmental need.

The focus of DORS is "Creating economic opportunity and economic empowerment for City residents, particularly residents in need or that have been historically disadvantaged, by providing services to homeowners, tenants, small business owners and entrepreneurs, as well as residents experiencing homelessness."

This employee performs entry-level professional assignments to promote, plan, organize, monitor, manage, evaluate and implement projects and funding streams for service priorities designated by City Council. Employee will perform activities in support of tenants, people experiencing homelessness, residents who are food insecure, those living with mental and physical health conditions, those experiencing violence, and the agencies that serve them.

Minimum Qualifications (KSAs)

Knowledge of:

Community services and resources in Cincinnati area non-profit sector that serve people living in poverty and that address root causes of poverty.

Managing contracts and being responsive to grantees.

Evaluating project metrics, identifying areas of strength and opportunity, and making recommendations for improvement.

Pertinent Federal, State, and Local laws, codes, rules and regulations.

Methods of program development, evaluation, and administration.

Principles and practices of municipal accounting and budget development.

Principles and practices of grant application and administration.

Principles and practices of research and analysis.

Methods and techniques of report writing.

City geography.

Job related computer software applications, including word processing, spreadsheets, and database applications.

The local economic, cultural and political environment.

Skill to:

Listen to, effectively communicate with, and advocate for historically marginalized populations.

Manage projects; moving beyond the ideation of a project into the implementation of the work and measurement of results.

Manage multiple assignments with flexibility.

Operate a personal computer and other standard office equipment.

Operate motor vehicle in performance of job duties.

Read and interpret contracts, requests for amendments, and invoices.

Ability to:

Identify, analyze, and resolve program deficiencies; develop solutions and recommend changes.

Create and make effective presentations.

Recommend actions to decision makers based on a logical analysis of the information. Interpret and explain City policies and procedures.

Process complex information while maintaining attention to detail.

Conduct research and prepare clear and concise reports.

Communicate clearly and concisely, both orally and in writing.

Prioritize work and manage time to meet deadlines.

Maintain confidentiality of City information; maintain highest ethical standards of conduct.

Establish and maintain effective working relationships with those contacted while work (i.e. stakeholder groups, business owners, executives and elected officials).


Examples of Work Performed:

Works with internal and stakeholders on projects that impact residents, both those who provide services and those who receive services; monitors project development and reports progress.

Recommends changes to improve project delivery and development. May represent the department and serve as a liaison to other city departments as well as to community and business organizations.

Negotiates and resolves sensitive and controversial issues.

Conducts research, gathers and analyzes grantee and project data; provides findings to supervisor, department director and others (City Manager, City Council, various departments, community stakeholders and the general public) as directed.

Responds to and resolves difficult and sensitive citizen inquiries and complaints.

Contributes in the implementation of goals and objectives for assigned programs; implements approved policies and procedures.

Attends and participates in professional group meetings and advisory committee meetings; stays abreast of new trends and innovations in the fields related to assigned area of work.

Maintains up-to-date and accurate data on assigned projects in the department's database.

May be required to facilitate project contracts from execution to conclusion through a multi-level city contracting process; negotiate project terms; recommend changes to attain objectives.

May be required to identify and assist in development of grants applications; administer grant-funded programs; develop and implement programs; work with various community groups and outside agencies on resident related services projects, implementation, and administration of grant funded programs.

Manages and implements programs and projects that support human services programs and initiatives; neighborhood community councils; and work with individual residents and agencies.

Manages the structure of multiple funding streams, application scoring processes, and reporting out of selected grantees.

Required Education and Experience

Graduation from an accredited college or university with a Bachelor's degree in Public or Business Administration, Economics, Real Estate, Urban Design/Planning, Finance, or related field is required.



OTHER REQUIREMENTS
A valid Driver's License is required. Must be an excellent communicator and team builder.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Candidates must attach their Joint Services Transcripts evaluated by the American Council on Education (ACE) if they would like military course work to be considered as part of the application review. Working and Physical Conditions

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; travel to various locations throughout the City, including active construction sites, unimproved land, office, retail, commercial and industrial facilities and street vendor locations, may be required; exposure to extremes in weather conditions; some ground conditions may be slippery or uneven; and work around moving vehicles/machinery may occur.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; light lifting and carrying; must be able to operate a motor vehicle.
