This Development Officer- Homeownership Support (Unclassified) position is housed within the Department of Opportunity and Resident Services (DORS).
Assignments are available within the Opportunity Division (homeownership support). Please be aware that available assignments may change depending on Departmental need.
The focus of DORS is "Creating economic opportunity and economic empowerment for City residents, particularly residents in need or that have been historically disadvantaged, by providing services to homeowners, tenants, small business owners and entrepreneurs, as well as residents experiencing homelessness."

The Development Officer-Homeownership Support position is responsible for administering City programs that support residential investment and homeownership, including but not limited to down payment assistance and residential tax abatement initiatives. This role manages the full lifecycle of program administration, including application intake, eligibility review, approval or denial determinations, and coordination of required documentation and agreements. The position ensures that applications and supporting materials are complete, accurate, and processed in accordance with City policies, program guidelines, and applicable ordinances. The Development Officer maintains organized program files, tracks transactions or project activity, and ensures required timelines and compliance standards are met.This role serves as a primary point of contact for applicants, homeowners, developers, lenders, and other stakeholders seeking to access City residential incentive programs. This position provides guidance on program requirements, eligibility criteria, and application procedures, helping applicants navigate processes related to home purchases, property improvements, and tax incentive eligibility. The position requires familiarity with residential real estate transactions, housing finance, and property development processes, as well as the ability to interpret City ordinances and program guidelines to ensure consistent and equitable program administration.
The development officer works closely with internal City departments and external partners to ensure programs operate effectively. This includes coordination with Building & Inspections, Planning, Law, and other staff responsible for inspections, agreements, and compliance monitoring. The role communicates regularly with lenders, real estate professionals, developers, and community partners to resolve issues, verify documentation, and ensure transactions or projects proceed in accordance with program requirements.
In addition to program administration, the Development Officer- Homeownership Support is involved in outreach and education efforts to increase awareness of available residential incentives and homeownership opportunities. The role contributes to the City’s broader housing and neighborhood development strategies by ensuring residential incentive programs are administered efficiently, transparently, and in alignment with policies established by City leadership. Success in this position requires strong organizational and analytical skills, attention to detail, sound professional judgment, and the ability to manage a high volume of applications or transactions while maintaining a high level of customer service.

Works on various homeownership support programs and projects as assigned, monitors project development and reports progress.
Recommends changes to improve program delivery and development.
May represent the department and serve as a liaison to other city departments as well as to community and business organizations.
Negotiates and resolves sensitive and controversial issues.
Assists manager and team with providing small business assistance, business expansion & retention, affordable & market rate housing development, acquiring real property, managing property, and activities in support thereof.
Prepares correspondence, reports, ordinances, contracts, agenda items, brochures, and other documents for various projects and programs.
Conducts research, gathers and analyzes market data, reviews development proposals and project information; provides findings to supervisor, department director and others (City Manager, City Council, various departments, community stakeholders and the general public) as directed.
Responds to and resolves difficult and sensitive citizen inquiries and complaints. Performs incentive analysis including but not limited to property and income tax incentives as well as City grants/loans to ensure the terms are reasonable and feasible.
Contributes in the implementation of goals and objectives for assigned programs; implements approved policies and procedures.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields related to assigned area of work.
Maintains up-to-date and accurate data on assigned projects in the department's database. May be required to monitor previously approved incentive agreements including sending annual notices and analyzing submitted reports.
May be required to facilitate project contracts from execution to conclusion through a multi-level city contracting process; negotiate project terms; recommend changes to attain objectives.
May be required to identify and assist in development of grants applications; administer grant-funded programs; develop and implement programs; work with various community groups and outside agencies on development, implementation, and administration of grant funded programs.

Reviewing incentive applications, soliciting requests for proposals (RFP) and development proposals from private development companies, individuals, and others; negotiating development agreements and contracts; and managing contracts and related projects from execution to closure; monitoring incentive agreements. Preparing information for targeted promotional activities. Composing and publishing reports; and presenting information to stakeholders and decision makers. Maintaining up-to-date and accurate project information in the department's database. Performs related duties as required.
Required Education and Experience

Graduation from an accredited college or university with a Bachelor's degree in Public or Business Administration, Economics, Real Estate, Urban Design/Planning, Finance, or related field is required.
OTHER REQUIREMENTS
A valid Driver's License is required. Must be an excellent communicator and team builder.MILITARY EDUCATION & EXPERIENCE EVALUATIONMilitary education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; travel to various locations throughout the City, including active construction sites, unimproved land, office, retail, commercial and industrial facilities and street vendor locations, may be required; exposure to extremes in weather conditions; some ground conditions may be slippery or uneven; and work around moving vehicles/machinery may occur.
Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; light lifting and carrying; must be able to operate a motor vehicle.
