General Statement of Duties

This Development Manager- Office of Strategic Growth (Unclassified) position is housed within the
Office of Strategic Growth (OSG).
The focus of OSG is "Creating housing and economic growth in the City by providing services to for-profit and non-profit developers, the high-growth start up sector, and established businesses. Leverage collaboration with partners, policy innovation, and process reforms to increase housing and economic development growth."

This employee performs entry-level professional assignments to promote, plan, organize, monitor, manage, evaluate and implement economic development programs, development projects, employer engagement initiatives, and related activities administered by the Office of Strategic Growth while learning the methods of the work. Employee will perform activities in support of advancing development projects, supporting business expansion and retention, administering incentive programs, and conducting economic research and analysis to support economic growth in the City of Cincinnati.Development Officers typically support Development Managers or Senior Development Officers in analyzing, coordinating, and advancing development projects, incentive programs, or employer engagement initiatives. Development Officers may occasionally serve as lead staff on smaller or less complex projects or program assignments.

Works on various economic development programs, development projects, and employer engagement initiatives and projects as assigned, monitors project development and reports progress.
Recommends changes to improve project delivery and development.
May represent the Office of Strategic Growth and serve as a liaison to other city departments as well as to community and business organizations.
Negotiates and resolves sensitive and controversial issues.
Assists manager and team with providing business expansion and retention assistance, development project coordination, incentive program administration, and related activities.
Prepares correspondence, reports, ordinances, contracts, agenda items, brochures, and other documents for various projects and programs.
Conducts research, gathers and analyzes market data, reviews development proposals and project information; provides findings to supervisor, department director and others (City Manager, City Council, various departments, community stakeholders and the general public) as directed.
Responds to and resolves difficult and sensitive citizen inquiries and complaints.
Performs incentive analysis including but not limited to property and income tax incentives as well as City grants/loans to ensure the terms are reasonable and feasible. Contributes in the implementation of goals and objectives for assigned programs; implements approved policies and procedures.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields related to assigned area of work.
Maintains up-to-date and accurate data on assigned projects in the department's database.
May be required to monitor previously approved incentive agreements including sending annual notices and analyzing submitted reports.
May be required to facilitate project contracts from execution to conclusion through a multi-level city contracting process; negotiate project terms; recommend changes to attain objectives.
May be required to identify and assist in development of grants applications; administer grant-funded programs; develop and implement programs; work with various community groups and outside agencies on development, implementation, and administration of grant funded programs.
Manages and implements programs and projects that support development projects, business expansion and retention initiatives, and economic development programs.
Reviews incentive applications, soliciting requests for proposals (RFP) and development proposals from private development companies, individuals, and others; negotiating development agreements and contracts; and managing contracts and related projects from execution to closure; monitoring incentive agreements.
Composes and publishes reports; and presenting information to stakeholders and decision makers.
Maintains up-to-date and accurate project information in the department's database.

Required Education and Experience

Graduation from an accredited college or university with a Bachelor's degree in Public or Business Administration, Economics, Real Estate, Urban Design/Planning, Finance, or related field is required.
OTHER REQUIREMENTS
A valid Driver's License is required.
Must be an excellent communicator and team builder.MILITARY EDUCATION & EXPERIENCE EVALUATIONMilitary education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Working and Physical Conditions

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; travel to various locations throughout the City, including active construction sites, unimproved land, office, retail, commercial and industrial facilities and street vendor locations, may be required; exposure to extremes in weather conditions; some ground conditions may be slippery or uneven; and work around moving vehicles/machinery may occur.
Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; light lifting and carrying; must be able to operate a motor vehicle.
