General Statement of Duties

This Division Manager- Homeownership Support (Unclassified) position is housed within the Department of Opportunity and Resident Services (DORS).


Assignment is available within the Opportunity Division (Homeownership support). Please be aware that available assignments may change depending on Departmental need.

The focus of DORS is "Creating economic opportunity and economic empowerment for City residents, particularly residents in need or that have been historically disadvantaged, by providing services to homeowners, tenants, small business owners and entrepreneurs, as well as residents experiencing homelessness."

This employee serves as the Homeownership Support Division Manager in the Department of Opportunities and Resident Services. This employee reports to the Director and/or Deputy Director. Responsible for managing, directing, and coordinating program activities and operations within the Homeowner Support Division including housing program oversight including American Dream Down Initiative (ADDI) Payment Assistance and Residential Tax Abatement Program (CRA). This employee coordinates assigned activities with other divisions, outside agencies, and the general public related to homeownership support; manages a professional staff whose charge is to increase home ownership within the City as well as address affordable, transitional, rental, single-family needs, as well as a variety of housing needs in the City of Cincinnati. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Research methodologies and appropriate statistical procedures for analyzing information related to affordable and market rate housing activities.
Economic and finance principals related to market rate and affordable rental housing and single family home development.
Concepts, objectives, strategies and methods of affordable and market rate housing.
Research and evaluation techniques related to housing.
Pertinent federal, state, and local laws, codes, and regulations related to affordable and market rate housing.
Management principles and procedures.
Principles of accounting and municipal budget preparation and control.
Principles of supervision, training, and performance evaluation.
Safety policies and procedures.

Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate assigned vehicle in the course of duty.

Ability to:
Understand real estate operating proformas and summarize information for review by other internal stakeholders. Make recommendations related to financial assistance based on summarized information.
Understand data management systems related to housing development incentives and recommend systems, processes and procedures that increase data quality and staff time efficiencies.
Balance manager's own daily activities and assistance request review with assisting staff in their work.
Implement and maintain positive employee relations.
Promote and maintain highest integrity throughout all personnel.
Interpret and analyze data and information for homeownership support activities and make recommendations for assistance.
Organize, direct, and coordinate people, activities, and programs involving other city departments, public agencies, and community groups related to the departments market rate and affordable housing initiatives.
Develop and implement plans of action, establish objectives, define strategies, and identify operational actions related to the departments homeownership support initiatives.
Understand, interpret, and apply housing principles, procedures, and policies.
Plan, organize, direct, and control the activities of the Division to ensure effective and efficient delivery of services.
Supervise, direct, and coordinate the work of lower-level staff.
Select, supervise, train, and evaluate staff in a manner that increases the capabilities and knowledge of individual staff and the division as a whole in the area of housing development.
Prepare clear and concise technical reports, draft ordinances, and code amendments.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work including a variety of City officials, community groups, and the general public.
Handle adversarial situations in a diplomatic manner.

Examples of Work Performed:

Manages, in an efficient and fiscally responsible manner, the Homeownership Support Initiatives/Division.
Directly undertake review and negotiation activities on complicated real estate and/or finance incentives while assisting staff in their review and negotiation assignments.
Review real estate operating proformas and summarize information for review by other internal stakeholders. Make recommendations related to financial assistance based on summarized information.
Understand data management systems related to housing development incentives and recommend systems, processes and procedures that increase data quality and staff time efficiencies.
Manages, reviews, and disseminates information on specific housing programs such as Fair Housing Services, Emergency Shelter Grant, American Dream Down payment Initiative, etc.
Handles special projects related to affordable and market rate housing development and homeownership initiatives as required.
Coordinates the organization, staffing, and operational activities for the Division.
Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.
Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
Directs, coordinates, and reviews the work plan for assigned services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures; oversees other personnel issues and concerns; ensures payroll issues are addressed.
Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary.
Prepares specialized reports for submission to City Manager, City Council, and other governmental groups as required; prepares correspondence as needed.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.





Required Education and Experience

Each applicant must have a Bachelor's Degree (or higher) in business administration, pubic administration, economics, finance, or a closely related field. A Master's Degree or relevant certification in the Community & Economic Development field is preferred. A minimum of five years experience in housing development/within the community and economic development field is required. Supervisory experience is preferred.


OTHER REQUIREMENTS:
Must possess a valid Driver's License.
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Candidates must attach their Joint Services Transcripts evaluated by the American Council on Education (ACE) if they would like military course work to be considered as part of the application review. Working and Physical Conditions

Environmental Conditions: Office environment with some outdoor work; exposure to office computer screens; work in various construction environments; exposure to construction and building site conditions and noise; work on slippery or uneven surfaces. Work closely with others.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; moderate lifting and carrying; must be able to make visual assessments and distinguish colors; some climbing, kneeling, bending; general manual dexterity; must be able to operate a motor vehicle.

Supervision Exercised: Exercises direct supervision over professional, technical, and clerical staff.
