General Statement of Duties

This Division Manager- Real Estate Development (Unclassified) position is housed within the
Office of Strategic Growth (OSG).
Assignment is available within the Real Estate Development Division.
The focus of OSG is "Creating housing and economic growth in the City by providing services to for-profit and non-profit developers, the high-growth start up sector, and established businesses. Leverage collaboration with partners, policy innovation, and process reforms to increase housing and economic development growth."

This employee serves as Division Manager of Real Estate Development in the Office of Strategic Growth. This employee reports to the Director , Deputy Director, or other senior official as assigned. Responsible for managing, directing, and coordinating the program activities and operations of the Real Estate Development Division, whose goal is to advance catalytic real estate development projects that expand the City’s tax base, increase housing production, and support neighborhood revitalization throughout Cincinnati. The employee is responsible for overseeing the City’s portfolio of real estate development initiatives, development agreements, incentive programs, capital deployment tools, and real estate transactions. In this position the incumbent will be responsible for supervising a team of professionals responsible for development underwriting, project management, incentive administration, capital deployment, and real estate transactions that support development across the City. The employee coordinates assigned activities with other divisions, outside agencies, and the general public related to commercial, industrial, mixed-use, and residential real estate development throughout the City. Performs related duties as required.The division’s work includes all activities related to real estate development and tax incentives, capital deployment, property sales and land disposition, and development ecosystem support. The Division Manager primarily oversees staff and the division’s portfolio of development projects rather than managing projects directly. The Division Manager assigns staff based on project complexity and workload and intervenes when necessary to resolve barriers and advance strategic projects. The Division Manager may directly manage or support the City’s most complex or high-profile development projects when necessary.
Division staff, including the Division Manager, work closely with other City departments and participate in coordinated site review processes to help shepherd development projects through entitlements and approvals with Planning, Buildings & Inspections, and other relevant departments. Division staff also work closely with development finance and implementation partners to coordinate project support and streamline application processes for funding across institutions.

Manages, in an efficient and fiscally responsible manner the Real Estate Development Division.
Directly undertake review and negotiation activities on complicated real estate and/or finance incentives while assisting staff in their review and negotiation assignments.
Review business or real estate operating proformas and summarize information for review by other internal stakeholders.
Make recommendations related to financial assistance based on summarized information.
Interviews prospective developers and businesses and evaluates the feasibility of their proposals or business plans; makes recommendations to the Supervisor and/or Director concerning development feasibility. Understand data management systems related to business and commercial real estate development incentives and recommend systems, processes and procedures that increase data quality and staff time efficiencies.
Works with developers and businesses regarding site acquisition, public improvements and financing alternatives for economic development.
Assist in the oversight responsibility for federal and/or state grant funding requirements and auditing procedures.
Coordinates the organization, staffing, and operational activities of the Real Estate Development Division as well as collaboration of the division and its staff with external partners.
Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.
Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
Reviews and implements various development activities including development proposals, designing and bidding projects, implementing housing plans, funding agreements, real estate and public development activities, grants, and tax abatements.
Directs, coordinates, and reviews the work plan for assigned services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies.; implements discipline and termination procedures; oversees other personnel issues and concerns; ensures payroll issues are addressed.
Required Education and Experience

Each applicant must have a minimum of five years' experience with real estate development, housing development, economic development finance, or public-private development transactions. At least two years at a supervisory level is strongly preferred. A bachelor's degree in public or business administration, economics, finance, or a closely related field is required. A master’s degree in one of the above stated fields or professional certification from an accredited professional organization is preferred. Community Development Financial Institute (CDFI) certification is preferred.

Must possess a valid Driver's License.

Environmental Conditions: Office environment with some outdoor work; exposure to office computer screens; work in various construction environments; exposure to construction and building site conditions and noise; work on slippery or uneven surfaces. Work closely with others.
