General Statement of Duties

Minimum Qualifications (KSAs)

Knowledge of:
Cincinnati Basic Building Code.
Pertinent federal, state and local laws, safety codes and regulations.
Modern and older practices and materials of general building construction.
Principles of plumbing, electrical wiring, elevator mechanics and general building construction.
Methods and techniques of inspections related to zoning and building codes.
Principles of accounting and municipal budget preparation and control.
Principles of supervision, training and performance evaluation.
Construction reference standards, ordinances, regulations, policies and procedures.

Skill to:
Operate a computer in performance of job duties.
Operate assigned vehicle in performance of job duties.

Ability to:
Implement and maintain positive employee relations.
Promote and maintain highest integrity throughout all personnel.
Analyze and manage effective EEO/AA programs.
Supervise, direct and coordinate the work of lower-level staff. Complete performance evaluations timely.
Select, supervise, train and evaluate staff.
Interpret and explain City zoning/inspection policies and procedures.
Prepare clear and concise technical reports.
Analyze building plans quickly and accurately.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, professionals and the general public.
Handle confrontational situations in a diplomatic manner.

Required Education and Experience

RESUME AND/OR BUILDING INSPECTOR CERTIFICATION MUST BE ATTACHED

Each applicant must have four years of full-time experience in the inspection of building construction with a minimum of two years’ experience as a Building Inspector 2 with the City of Cincinnati.

OR

Each applicant must have six years of full-time experience as a Building Inspector certified by the Ohio Board of Building Standards.

OTHER REQUIREMENTS
Must have a valid Driver's License.
Possess and maintain a Building Inspector Certification from the State of Ohio.
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work on ladders/scaffolds and on slippery or uneven surfaces; work around electrical energy and dust from construction; potential for high stress in emergency situations, entering high crime areas and/or vacant buildings.

Physical Conditions: Duties require maintaining physical condition necessary for standing, sitting and walking for prolonged periods of time; light and moderate lifting and carrying; kneeling, bending, climbing; general manual dexterity required; negotiate around construction site; climb ladders and scaffolding; work at great heights on roofs or other high places; must be able to operate assigned vehicle.

Examples of Work Performed

Direct and coordinate inspections of buildings and other appropriate structures.
Direct and coordinate inspections for licensing for state and local agencies.
Direct and coordinate the demolition of buildings, ensuring protection of abutting properties and the general public; direct and coordinate the testing of fire alarm systems and life safety systems. Direct inspection activities and oversee assigned inspectors' caseloads to ensure compliance, accuracy, and timelines.
Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures; make advanced enforcement recommendations to the Quality of Life Team; participate in the preparation and administration of the program budget; submit budget recommendations; monitor expenditures.
Participate in the selection of staff; assign work to subordinate staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Direct the issuance of certificates of occupancy, vacation & condemnation orders, stop work orders and general building orders.
Meet with design professionals, contractors, attorneys and other professionals as necessary regarding proposed or in-progress construction.
Prepare correspondence and reports as assigned; provide assistance to the Division Manager, Deputy Director, and the Director.
Coordinate assigned inspection activities with those of other divisions or inspection agencies; ensure that staff adhere to established safety policies.
Assist those contacted in the course of duty in an effective, efficient and professional manner.
Perform related duties as assigned.

Probationary Period
12 months
Supervision Exercised
Receives direction from the Division Manager (Inspections), Deputy Director, or Director.
Exercises direct supervision over supervisory, technical and clerical personnel.
