General Statement of Duties

This employee monitors construction and/or makes field inspections of public works projects, new buildings, or rehabilitation of existing buildings; observes construction practices, makes measurements and computations and reports information on critical items in accordance with approved practice; assists an engineer in the inspection of bridges, structures, roadways, sewer, and other public works facilities, and inspects major and minor installations of utilities including restoration of pavement surfaces. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
City construction specifications for contracts and permits.
Engineering and architectural construction practices and procedures.
Safety policies and procedures, e.g., Employee Safety Instruction Manual and applicable agency requirements.
City and state specifications applicable to the work such as the Ohio Department of Transportation Construction and Material Specifications.
Designated technical manuals, charts, and tables referenced in the plans and specifications.
The location and means of contacting emergency medical personnel.
Safety methods such as shoring of a ditch, testing for gas accumulation, rerouting traffic around construction sites, etc. OUPS infrastructure markings. Proficient use of digital equipment, i.e. Smartphones, computers, tablets .
Engineering and surveying principles and terminology.
Standard symbols used in engineering and architecture.
Algebra and geometry to perform mathematical calculations required to determine and verify areas, volumes, weights, quantities, costs, and related information.

Skill to:
Prepare sketches of work if necessary.
Use engineering scales, a straightedge, protractor, compass, and calculator.
Operate assigned vehicle in performance of job duties.

Ability to:
Use plans, specifications, and other references to determine the characteristics of materials and report any deviations from requirements to the proper authority.
Convert field reports on work completed into the quantities used in payment.
Prepare records of materials and labor hours expended on the job. Use equipment i.e. smartphone, computer, and/or tablet to capture accurate records and photo at sites, create and transmit reports digitally.
Check on the quantity, quality, condition, and specification compliance of materials used for public works projects.
Discuss construction problems with engineers and construction personnel.
Read and record numbers from graphs, tables, gauges, and various other measuring devices.
Follow oral and written instructions including directions from supervisors regarding work assignments, schedules, work sites, safety precautions, and legal descriptions.

Examples of Work Performed

Performs construction inspection of substantial variety on major projects that require a broad knowledge of construction materials and procedures in specialty areas and requires a working knowledge of construction principles, practices, and contracts.
Inspects streets to determine permit areas in need of replacement, restoration, or repair and recommends appropriate action. Address Customer Service Request relating to construction activities in the right of way.
Ensures that pre- and early construction activities conform to the plans and specifications and meet all legal requirements.
Monitors and records project progress and confers with the project engineer to review problems and discuss the status of construction.
Inspects the construction of pavements, utilities, earthwork, structures, and any other features included in the contract or permit.
Makes measurements and computations of quantities and reports information in accordance with specifications and in conformity with the lines, grades, and typical sections on the plan.
Computes final measurements/costs from reports and field surveys for all phases of improvement.
Reviews records of completed projects to verify compliance with contract requirements.
Inspects the construction or remodeling of structural elements, electrical installations, plumbing installations, processes, heating, ventilating, air conditioning, fire protection installations, and architectural features to the completion of a project to verify compliance with plans and specifications.
Inspects the installation of street lighting, traffic signals, and pavement makings on highway and road construction.
Serves as liaison between contractor, project supervisor, consultants, other City agencies, and the public.
Takes appropriate actions to report, correct, document, and discuss non-conforming work.
Attends project meetings when needed to discuss problems, changes, progress, schedules, payments, submittals, and coordination of work.
May be required to take responsibility for records and some contract administrative functions.
Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties.
Identifies and eliminates all unsafe practices and conditions.
Drives a car, van, or small truck to inspection sites.

Required Education and Experience

OPEN

Each applicant must have a High School diploma or GED and either three (3) years of experience conducting field inspection and monitoring work related to construction, new buildings and rehabilitation of existing building,

OR

Two (2) years of the experience listed above plus successful completion of fifteen (15) credit hours at a trade school, technical institute, or accredited college. Qualifying coursework will include a combination of the following: drafting, surveying measurement, introductory or construction management, computer-assisted design (CAD), engineering, and/or science classes related to an engineering or engineering technology program. (TRANSCRIPT MUST BE ATTACHED).

OTHER REQUIREMENTS
Must have a valid Ohio Driver's License.
Must be able to furnish own car as required for the performance of duties.
