At CareDirector USA (CD USA), you’ll shape the delivery, reliability, and security of a statewide Medicaid care management platform used by agencies coordinating services for older adults and people with disabilities. Position Summary

CareDirector USA (CD USA), an Area Agency on Aging–owned joint venture supporting Ohio’s Medicaid service delivery system, is seeking a hands-on leader to drive delivery, reliability, and security for a statewide care management platform. You will refine delivery practices, run an enterprise-grade security and privacy program, strengthen reliability through clear service levels and incident response, and oversee secure data exchange with AAAs, Managed Care Organizations, and state agencies while working closely with the CEO and senior engineering team.


Ideal candidates have experience scaling applications, delivering regulated platforms, balancing architecture with execution, and working with healthcare security standards such as HIPAA, HITECH, NIST, and SOC 2, plus familiarity with secure interoperability. This role offers public-sector scale, high autonomy, and the chance to shape a first-of-its-kind AAA-owned Medicaid technology model.


This is a hands-on, end-to-end engineering, reliability, and security leadership role where you’ll build systems, practices, and safeguards that support critical statewide service delivery.

What You’ll Lead

Engineering Delivery & DevSecOps Execution

  • Own the engineering delivery strategy and execution rhythm.
  • Implement predictable cadences for planning, prioritization, release readiness, and retrospectives.
  • Improve velocity, change success rates, MTTR, and overall delivery performance.
  • Align scope and priorities across AAAs, MCOs, state partners, and vendors.

Security, Privacy & Compliance

  • Build and operate an enterprise-grade healthcare security program aligned to HIPAA, HITECH, NIST-aligned controls, and SOC 2.
  • Oversee access controls, vendor risk assessment, incident response, and audit readiness.
  • Develop infrastructure for HITRUST r2-ready environments.

Reliability Engineering & Operational Excellence

  • Define and manage SLOs for availability, latency, and service quality.
  • Lead incident response and post-incident learning.
  • Strengthen observability, safe-deployment practices, rollback mechanisms, and operational readiness.

Interoperability & Data Governance

  • Oversee secure, standards-based data exchange across AAAs, MCOs, and state agencies.
  • Guide API governance, identity and consent management, auditing, and data traceability.

Leadership & Stakeholder Stewardship

  • Communicate tradeoffs, risks, and delivery status clearly to technical and non-technical partners.
  • Model accountability, transparency, and pragmatic, mission-driven decision-making.
  • Partner closely with the CEO, founding engineer, and established development teams.


Qualifications
Required

  • 10+ years leading delivery, engineering operations, security, or reliability.
  • Proven success implementing disciplined delivery and release practices.
  • Hands-on experience with HIPAA/HITECH, NIST-aligned controls, SOC 2, and incident response.
  • Experience in regulated, complex, or public-sector environments.

Preferred

  • Experience preparing for HITRUST r2 assessments.
  • Certifications such as CISSP, CISM, HCISPP, HITRUST CCSFP, ISO 27001 Lead Implementer/Auditor, or ITIL.
  • Experience building DevSecOps and SRE practices.
