Pay: $70,000 - $98,000 (Commensurate with experience and managed program)

At COA, our care coordination, waiver, and assessment teams help older adults and people with disabilities live safely and independently in the community. As a Manager, you’ll provide strategic and operational leadership for a high-impact team, guiding performance, ensuring contract compliance, and improving systems while working in a supportive environment that values collaboration, autonomy, and work-life balance.

Job Summary

The Manager provides strategic leadership that aligns departmental operations with COA’s mission, values, and goals. You’ll guide team performance, ensure contract compliance, and foster a culture of accountability, collaboration, and continuous improvement.
This role sets clear priorities, supports staff development, and ensures high-quality, person-centered service delivery through effective communication, decision-making, and operational oversight. It’s an ideal opportunity for an RN, LSW, or human services leader with management experience in Medicaid, managed care, or long-term services and supports.

Key Responsibilities

Leadership and Team Development

  • Set clear goals and expectations that align with organizational priorities and empower team members to succeed.
  • Foster a positive, inclusive, and high-performing team culture that reflects COA’s mission and values.
  • Provide coaching, feedback, and recognition to support employee growth and engagement.
  • Promote open communication, address conflicts constructively, and model healthy work-life balance.
  • Encourage innovation, collaboration, and ownership across the team.

Performance and Program Management

  • Monitor team performance using data and reports to identify trends, training needs, and opportunities for improvement.
  • Lead strategic initiatives and projects that support program and organizational objectives.
  • Ensure timely, high-quality decision-making and delivery of commitments.
  • Collaborate with internal departments to align program design, workflows, and staffing with service goals.
  • Identify and resolve operational challenges through proactive problem-solving.
  • Review different models and delivery systems in other areas of the state or country to identify new ideas and strategies to develop and/or improve departmental operations.

Service Delivery and Stakeholder Engagement

  • Ensure services are delivered efficiently, equitably, and in alignment with client needs and funding requirements.
  • Collaborate with external partners (e.g., JFS, MCOs, community agencies) to enhance service coordination and outcomes.
  • Participate in case conferences and advocate for clients across systems.
  • Monitor client satisfaction and service utilization to ensure quality and responsiveness.

Compliance, Financial Oversight, and Policy Adherence

  • Ensure compliance with all contract, documentation, and billing requirements.
  • Manage departmental budget and resource allocation to align with strategic priorities.
  • Collaborate with Quality and Training teams to implement improvements and meet regulatory standards.
  • Uphold COA policies, procedures, and ethical standards consistently and transparently.

Qualifications

  • Bachelor’s degree in public administration, healthcare administration, gerontology, social work, nursing, or related field; Master’s degree preferred
  • Active RN or LSW license in good standing (Licensed Manager)
  • Leadership experience in community focused social services with a Human Services degree (Non-licensed Manager)
  • Minimum 3 years of management experience; Medicaid experience strongly preferred
  • Experience managing large teams in a fast-paced environment
  • Proven experience in contract compliance, program oversight, and initiative leadership
  • Strong understanding of care management and managed care environments
  • Experience with staffing models and resource planning
  • Skilled in relationship-building with external partners
  • Background in healthcare, social services, or geriatrics; long-term care experience preferred
  • Proficiency in MS Word, Excel, and adaptable to new software systems
  • Strong problem-solving, conflict resolution, and organizational skills
  • Excellent written, verbal, and presentation communication skills
  • Demonstrated decision-making ability and initiative
  • Ability to travel within Butler, Clermont, Clinton, Hamilton, and Warren Counties, and statewide for training
