At CareDirector USA (CD USA), you’ll lead application delivery and platform execution for technology used across Ohio’s Medicaid system. This is a hands‑on leadership role for someone who builds delivery systems, scales applications, and turns strategy into operational results while enabling secure, reliable technology in a regulated environment.

What You’ll Lead
Application Delivery & Platform Execution
- Own end‑to‑end application delivery for a statewide Medicaid care management platform
- Design and implement delivery systems, operating rhythms, and governance
- Lead roadmap execution, prioritization, and release planning
- Improve delivery predictability, quality, and execution across teams and vendors
- Translate organizational needs into scalable application and platform solutions
- Support platform growth through integrations, APIs, and partner enablement
Engineering & Platform Enablement
- Enable modern application development and DevOps‑aligned practices
- Establish standards that support speed, reliability, and maintainability
- Strengthen deployment, observability, and operational readiness
- Help teams scale without over‑engineering or unnecessary bureaucracy
Security & Risk Accountability (Executive Ownership)
- Serve as the designated Chief Security Officer for CD USA
- Own security, privacy, and risk outcomes for the platform
- Ensure delivery operates responsibly within a regulated healthcare environment
- Maintain audit‑ready posture as the organization and platform scale
Reliability & Operations
- Define service‑level expectations for availability and performance
- Lead incident response and continuous improvement efforts
- Build systems that operate reliably as usage and complexity grow
Leadership & Collaboration
- Lead as a doer and coach in a growth‑oriented environment
- Communicate clearly with technical and non‑technical stakeholders
- Partner closely with the CEO, engineering leaders, and statewide partners
- Model accountability, transparency, and mission‑driven decision‑making
What We’re Looking For
Required
- 10+ years in application delivery, product development, or technology leadership
- Proven experience building delivery systems and platforms from scratch
- Strong background in modern application development and platform delivery
- Experience operating in complex or regulated environments
- Comfort wearing multiple hats and working in high‑autonomy settings
Preferred
- Healthcare, Medicaid, managed care, or health‑adjacent technology experience
- Familiarity with healthcare security and compliance concepts (framework knowledge is helpful but not the focus)
- Experience balancing delivery priorities with operational risk
