CLASS SUMMARY:

Plans, organizes and directs law enforcement operations of the airport Police Department to include crime prevention, police patrol, physical security, and the education of the Police Department. Ensures that all federal, state, local and airport statues, ordinances and regulations are upheld. Responsible for the effective utilization of the personnel assigned to the Police Department.

ESSENTIAL DUTIES:

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Plans, coordinates, organizes, and directs in conference with subordinate officers, the activity and personnel of the Airport Law Enforcement Department. Functions as a current POPS Certified Police Officer for the Kenton County Airport Board.
  • Formulates, and implements policies and procedures conducive to a high-level of security and efficient utilization of personnel.
  • Establishes staffing requirements and implements shift assignments accordingly.
  • Coordinates, implements and monitors Transportation Security Administration security procedures established under 49 CFR, 1552 and 1544 as described in the Airport Security Handbook.
  • Responsible for Airport Security Program, including management oversight of the Identification department, Airport Security Coordinator (ASC), and all security-based escorting.
  • Partners with others to maintain the Airport Emergency Plan.
  • Participates in the preparation of the annual departmental budget and controls and directs departmental purchases and expenditures within the budget.
  • Plans and coordinates security for special events. Organizes security responses, meetings and public media requests.
  • Cooperates with other local, state and federal law enforcement agencies in detecting and investigating criminal activity, and the apprehension of law violators.
  • Develops, coordinates, and supervises initial and continuing training programs for Police personnel.
  • Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert, responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement.
  • Performs other duties of a similar nature and level as assigned.

TRAINING AND EXPERIENCE:

Bachelor’s degree in criminal justice or a related field to the area of assignment and four years supervisory experience equivalent to an Assistant Chief; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Desired qualifications: Advanced Law Enforcement Training, i.e. FBI National Academy, SPI, DOCJT, CJED.

Must be 21 years of age or older and a citizen of the United States and pass drug and criminal background screenings. Must not have been convicted of any felony or of a misdemeanor, involving perjury or false statement.

LICENSING/CERTIFICATIONS:

  • State of Kentucky POPS Certification.
  • Airport Security Coordinator Training.
  • Maintain Top Secret Security Clearance.
  • Maintain Security Identification Display Area (SIDA) clearance.
  • Obtain and maintain position appropriate NIMS & emergency training.

KNOWLEDGE OF:

  • Supervisory techniques;
  • Local, state and federal laws; regulations and procedures governing Airport safety and security including FAA rules and regulations;
  • Proper police procedures utilized in a progressive modern law enforcement agency;
  • Legal practices, procedures, terminology, and contracts as they related to the Police Department and personnel management.

SKILL IN:

  • Demonstrated skill in directing and managing staff efficiently and effectively and dealing firmly and courteously with the public;
  • Demonstrated skill in problem resolution and decision making;
  • Demonstrated skill in prioritizing and effectively handling multiple projects;
  • Maintaining confidentiality, privacy and security of protected information;
  • Clearly and effectively communicating, negotiating and advocating, both orally and in writing;
  • Demonstrated skill in finance, economic matters and budgeting;
  • Use of a variety of computer-based technologies including word processing, and spreadsheets;
  • Demonstrated skill in motivating, promoting and establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups;
  • Demonstrated skill in handling and maintaining firearms;
  • Demonstrated skill in developing annual business plans and long range strategic plans that facilitate the expected growth of the airport over the next 10 years.

ADA AND OTHER REQUIREMENTS:

Positions in this class typically require: standing, walking, lifting, fingering, talking, hearing, seeing and repetitive motions. Must maintain the physical conditioning necessary to safely mitigate imminent danger or peril related to hazardous law enforcement job duties such as making an arrest, apprehending suspects and dealing with the physical and mental stress associated with the duties of this position.

Incumbents in this position are listed in KRS 61.315 (1) as appropriate for Hazardous Duty status. Incumbents face a high degree of danger or peril through the use of force needed to make an arrest or by threats made against the authority the badge represents. Incumbents may be exposed to infectious diseases or blood borne pathogens as a result of working in close physical contact with the general public. Incumbents in this position are also required to operate an emergency vehicle under conditions which exposes them to a greater risk of accident and injury.

Heavy Work: Exerting up to 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
