CLASS SUMMARY

Manages and supports day-to-day airport operations focusing on safety, security, compliance, airport emergencies and public safety operations. Responsible for managing, responding to and maintaining a safe and secure airport environment. Accountable for coordinating with agencies such as the TSA FAA, airlines, airport tenants and staff, and other regulatory and emergency organizations. Ensures the effective mobilization of protective, public safety and emergency services for the airport in all safety, severe weather, security related emergencies and incidents. Reviews airport safety, security programs, directives and airport tenant activities for compliance with airport, state and federal regulations. Ensures compliance with FAR 139, Kentucky State Fire Commission and Emergency Medical (EMS) Service Regulations. Leads airport certification programs and ensure compliance with federal, state, and local regulations, and develop and implement long-term strategic plans to meet the goals of the airport.

ESSENTIAL DUTIES

  • Directs, delegates and reviews assigned work, hires, terminates, and writes performance appraisals. Provides coaching and counseling, staff development, and applies organizational policies and procedures.
  • Guides, and support response efforts with emergency/security/safety departments and the decision-making process.
  • Reviews, evaluates, and documents airport emergency and security programs, directives, and tenant and employee security activities to ensure compliance with airport policies and applicable federal emergency and security regulations.
  • Coordinates and responds to aircraft incidents, hazardous materials events, active security threats, weather-related incidents, and other airport emergencies as required.
  • Provides oversight for airport safety, security, airfield compliance, and emergency response programs.
  • Reviews and monitors the Airport Rules and Regulations.
  • Evaluates exercises and emergency response to ensure a high-level of safety, security and compliance.
  • Ensures the Runways, Taxiways, Runway Safety Areas within the AOA must remain in good standing with the Federal Aviation Administration (FAA).
  • Tasked with updating and maintaining various operational plans in compliance with federal mandates to include the Airport Security Program, Airport Certification Manual and Airport Emergency Plan.
  • Oversees AOA movement area, non-movement area and escorting driving program at CVG Airport Authority.
  • Oversees planning, implementation, and management of the airport operations center and responsible for all centralized dispatch functions for Public Safety including Police, ARFF, Operations and Maintenance.
  • Represents airport management in coordinating airport emergency, and disaster management plans with the FAA, TSA, FEMA, law enforcement agencies, U.S. Customs, airlines and other tenants, and emergency relief organizations.
  • Ensures availability of documents for review by federal agencies.
  • Directs SMS, health and safety programs for CVG Airport Authority, employee safety training, and oversees required health and safety monitoring.
  • Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert, responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement.
  • Develops and manages departmental budget.
  • Performs other duties of a similar nature and level as assigned.

EDUCATION & EXPERIENCE

Bachelor’s Degree (Master's Degree preferred) in a related field (Airport Administration, Business or Public Administration) and 12 years of direct experience. Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS

  • Maintain Security Identification Display Area (SIDA) clearance
  • Airport Security Coordinator Certification
  • Professional accreditation through the American Association of Airport Executives or ACI
  • Obtain and maintain position appropriate NIMS & emergency training
  • Valid driver’s license
  • Ability to obtain and maintain position appropriate Federal security clearance
  • This position requires driving on the airfield and airfield ramps
