CLASS SUMMARY
Supports daily Human Resources (HR) operations and contributes to the delivery of consistent, high-quality HR services. This position works collaboratively with all members of the HR team to provide dependable support across multiple functional areas, including data entry, data management, process coordination, process improvement, and project support. This role plays an important part in maintaining efficient HR workflows and providing a positive employee experience.
ESSENTIAL DUTIES
- Serves as the first point of contact for HR inquiries, handles sensitive matters with professionalism and a strong understanding of compliance and confidentiality requirements.
- Manages the full recruitment process for high-volume recruitment roles.
- Supports key HR processes, including onboarding, offboarding, employee documentation, personnel file management, and maintaining HR systems.
- Performs HRIS data-entry, including benefits enrollment and changes, accurately and efficiently.
- Prepares a variety of documents, some of which may be non-routine, complex, and/or confidential in nature. Presents work in a professional manner (e.g., letters, memos, reports, etc.)
- Assists in monthly reporting, annual job description review process, and salary surveys.
- Creates communication materials for the Wellness program and updates program data.
- Assists in rollout and implementation of HR programs and events.
- Assists with the annual CDL audit and support required medical testing programs, including Hearing Conservation and Respiratory Programs.
- Participates in HR modernization initiatives such as system improvements, vendor changes, and documentation cleanup.
- Provides back-up support for the front desk receptionist during absences.
- Coordinates planning, scheduling and other assistance for various employee events, with occasional evening hours to support employee events.
- Performs daily departmental opening and closing procedures.
- Serves as a member of KCAB’s Covered Entity and is responsible for ensuring the privacy and security of Protected Health Information in accordance with the Health Insurance Portability and Accountability Act and KCAB Policy 1040.
EDUCATION & EXPERIENCE
Bachelor's degree required in Human Resources, Business Analytics or a related field and 2 years of directly related experience. Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING/CERTIFICATIONS
- Maintain Security Identification Display Area (SIDA) clearance
- Valid driver’s license
- Ability to obtain and maintain position appropriate Federal security clearance
- Additional Security Levels Required (Customs or Police Department)
DEMONSTRATED KNOWLEDGE OF
- Possesses knowledge of Human Resources’ policies and procedures as well as applicable HR laws at the state and federal level
- Ability to perform accurate basic math calculations and maintain error‑free HR data for reporting and compliance needs
DEMONSTRATED SKILL IN
- Interacting and communicating with all levels of staff and management in a professional manner.
- Coordinating multiple assignments simultaneously in an accurate and timely basis. Demonstrates a strong attention to detail with excellent organization and time management skills.
- Strong analytical, written and verbal communication skills, with the ability to accurately interpret business needs and convey them between internal and external stakeholders in a clear, focused, and concise manner.
- Use of office software to prepare documents, analyze data, and support departmental reporting needs.
- Experience supporting day‑to‑day HRIS administration and data maintenance.
- Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups.
- Working with and preparing correspondence while adhering to strict confidentiality.
- Acting in a manner of integrity that shows support for the Board, its values and the employees, while maintaining a constant focus on meeting/exceeding customer requirements and expectations.
