CLASS SUMMARY:

Responsible for managing the accounting and related control functions for operating expenses, accounts payable, and debt service.

ESSENTIAL DUTIES:

  • Manages, delegates, and reviews assigned work. Provides coaching, counseling and staff development. Evaluates performance and applies organizational policies and procedures.
  • Oversees all aspects of the Accounts Payable function, including voucher, disbursements, vendor reconciliations, integration of AP to GL in the accounting software, and monthly AP meetings.
  • Provides subject area knowledge to the organization for technical areas related to the AP system, the EAM/Procurement system, and debt service management. Assists with reviewing, testing, and implementing proposed changes to these systems.
  • Manages the preparation, review and analysis of complex streams of data to create monthly financial information including expense classification, account reconciliations, journal entries, and ensuring accuracy of presentation using generally accepted accounting principles (GAAP), use agreement, budget, and bond resolutions.
  • Manages the maintenance of banking and investment balances to ensure cash flow needs, appropriate collateralization and policy compliance; manages banking contract.
  • Manages the maintenance of debt service schedules and reconciliations, ensures correct payment documents and timely payments, participates in processing new debt issues and retirements, responds to regulatory information requests, and manages related arbitrage process.
  • Evaluates complex provisions of vendor agreements and manages cross-departmental recording of expenses, ensuring correct funding and reporting of expenses.
  • Reviews and edits comments with related schedules and analysis of monthly financial information for presentation to CVG Airport Authority executive management.
  • Coordinates timely regulatory reporting (sales tax, 1099s, 1042s, etc.) including management of tax-reporting software contract.
  • Performs annual review of internal control documentation relevant to expenditures. Periodically travels to other locations to network and attend industry conferences and training.
  • Participates in process planning, troubleshooting and status meetings for proper departmental functioning.
  • Serves as a member of CVG Airport Authority’s Covered Entity and is responsible for ensuring the privacy and security of Protected Health Information in accordance with the Health Insurance Portability and Accountability Act and CVG Airport Authority’s Policy 1040.
  • Performs other duties of a similar nature and level as assigned.

EDUCATION & EXPERIENCE:

Bachelor’s Degree in a related field and five years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS:

Required
• Maintains Security Identification Display Area (SIDA) clearance
• Obtain/maintain position appropriate NIMS & emergency training

Additional Security Levels Required
• Ability to obtain and maintain position appropriate Federal security clearance
