DHL Express US is hiring a Senior HR Compliance Analyst.
The Senior HR Compliance Analyst will report to the Senior Manager of HR Compliance and play a crucial role in ensuring our company's adherence to DOT regulations, pre-employment background processes, and I-9 compliance. This position supports DOT Compliance, Pre-Employment Background Adjudication, I-9 Administration, Internal/External Audits, and collaborates with Legal, Operations, Safety, Fleet, Security, Labor, and Field HR teams to ensure compliance and coordination of compliance programs.
The role focuses on enhancing efficiency in compliance programs through accuracy, strategic planning, and continuous improvement.
Responsibilities:
Compliance Operations and Support:
- Provide daily support to ensure DHL Express maintains compliance with DOT regulations.
- Support DOT programs and projects, ensuring smooth execution and alignment with business needs.
- Conduct daily, weekly, and monthly audits to identify compliance issues and improvement opportunities and resolve non-compliance or missing documents in Driver Qualification (DQ) files.
- Perform ongoing monitoring and audits to maintain compliant DQ files.
- Collaborate with stakeholders to gather and upload missing DQF files into Beacon, ensuring accurate and complete Driver Qualification files.
- Provide continuous support to the Field Ops Team on DOT/HR compliance matters.
- Conduct regular training sessions or workshops to keep the team updated on the latest DOT regulations and best practices.
I-9 Compliance:
- Assist in administering I-9 processes, including timely completion and verification of employment eligibility forms.
- Support audits of I-9 documentation to ensure compliance with federal regulations.
- Help resolve I-9 discrepancies and collaborate with internal teams to ensure I-9 records are accurately maintained and stored.
Background Check Adjudication:
- Support the pre-employment background check adjudication process, ensuring compliance with federal regulations and company policies.
- Collaborate with stakeholders to resolve any issues related to adjudication.
- Ensure timely and accurate reporting on background check metrics.
- Timely resolution and management of HR compliance tickets.
- Generate orders, monitor results, and manage records in Sterling.
- Communicate testing results to the field team and update relevant trackers.
- Pre-employment Drug Test for Gateways
CA EPN Monitoring:
- Monitor the CA EPN (Employer Pull Notice) program for applicable personnel, ensuring timely updates and reviews.
- Ensure all California driver employees are enrolled in Samba Safety with monitoring turned on.
- Review CA EPN reports and take necessary actions for non-compliant drivers.
Ad hoc Function:
- Support cross-functional initiatives for alignment of projects and communications.
- Administer Freshdesk efficiently, managing and assigning tickets.
Key Performance Indicators (KPIs):
- Ensure and maintain a high level of compliance with both DOT and non-DOT regulations.
- Accurately and promptly adjudicate pre-employment background checks in accordance with company and federal standards.
- Ensure continuous compliance with Driver Qualification File (DQF) requirements.
- Execute DOT programs and projects in a timely and efficient manner.
- Conduct analytical assessments to identify compliance trends and address potential issues proactively.
Skills & Qualifications:
- Bachelor’s degree in Human Resources, Business, or a related discipline, with a minimum of 5 years of experience in a related field, or a Master’s degree with a minimum of 3 years of experience in a related field. Will also consider 7-10 years of equivalent related/direct experience to this role.
- Strong understanding of DOT regulations, Driver Qualification File (DQF) management, I-9 compliance, background checks, and HR compliance standards.
- Experience with the California Employer Pull Notice (CA EPN) program is a plus.
- Exceptional analytical skills, with the ability to conduct assessments, identify trends, and address compliance issues proactively.
- Project management skills to translate data into actionable insights and strategies.
- Attention to detail and accuracy in executing compliance processes.
- Problem-solving skills, with the ability to handle sensitive compliance issues confidentially.
- Excellent organizational skills, with the ability to manage multiple priorities and effectively prioritize tasks in a fast-paced environment.
- Strong communication and collaboration skills, building credibility with stakeholders.
- Mastery of technologies for streamlining processes and improving compliance outcomes.
- Ability to adapt to evolving regulations and industry best practices.
- Relevant HR or compliance certifications (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) are a plus.
