Job Purpose:
The Global Trade Law Office (GTLO) is part of the DHL Group Legal Department (SD 71) and the Center of Excellence for Trade Law matters. It supports DHL Group Divisions, Corporate Functions, Global Business Services, and Service Lines, on all matters relating to export controls, sanctions, and customs. The GTLO also oversees the implementation of DHL Group policies, and acts as a point of escalation to resolve regulatory matters and compliance questions.
Your tasks:
Lead on Government stakeholder engagement
- Develop stakeholder engagement strategies
- Lead on engaging with Government authorities (primarily within the US)
- Build relationships with external stakeholders to minimize the risk of enforcement action and support wider DHL Group policy objectives
- Represent DHL Group in associated meetings and forums such as trade associations and conferences
Lead on enforcement matters
- Develop strategies and policies associated with enforcement
- Responsibilities include overseeing and supporting subpoenas responses, Mutual Legal Assistance responses, and other enforcement-related approaches by Government authorities
Lead on internal investigations relating to potential breaches of export controls or sanctions
- Support Divisions undertake internal investigations of potential breaches
- Contribute to the drafting of voluntary self-disclosures
- Support the identification and oversee the implementation of corrective actions
Lead on Export controls (primarily dual-use)
- Lead a review of DHL Group’s current approach to export controls as they apply to the logistics and aviation sectors
- Where required, lead on developing revised global logistics and aviation export control policies – across all Divisions and Corporate Functions – including revised or enhanced controls and risk mitigations
- Oversee the implementation of current and future export control policies
- Monitor relevant regulatory developments (globally), considering the implications for DHL Group, and update policies and impacted stakeholders, and provide binding advice on associated controls
Compliance risks
- Identify and assess compliance risks in international business operations and develop strategies for risk mitigation and update impacted stakeholders on risk mitigations
- Present and escalate high-risk issues to senior management
Additionally
- Support the GTLO on US extraterritorial export controls and sanctions
- Confidentially process complaints and review potential violations of DHL Group policies
- Support the assessment and granting of DHL Group Policy Deviations
- Engage with outside legal counsel where necessary
- Provide support and oversight on any of the above within the GTLO as they apply to specific Divisions and regions
- Support stakeholders in resolving customer and supplier issues related to export control and sanctions compliance
- Advise on the introduction of compliance programs, control systems, compliance metrics, and tools to ensure and improve adherence to DHL Group policies and applicable laws and regulations
- Introduce and steer innovations and provide associated support within the compliance function to enhance its effectiveness and efficiency
Your profile:
Professional Requirements:
- Minimum of 10 years’ experience in a senior US government enforcement role
- Minimum of 10 years’ professional experience of export control and sanctions-related enforcement and compliance
- Extensive expert knowledge and experience of (international) issues and projects relating to export controls and sanctions
- Extensive expert knowledge and experience of export control and sanctions-related compliance and risk management
- Significant experience of developing and implementing export control and sanctions-related compliance policies
- Good understanding of business processes and strategies relating to exporters and the logistics sector
- Project management knowledge and experience
- Excellent English language skills
- Strong analytical and conceptual skills
- Independent and structured working style
- Good judgment
- Effective negotiation skills
- Effective inter-personal and inter-cultural communication and presentation skills
- Proven experience of effective stakeholder management in national and international environments
- Confident and assertive presence at all levels
- High commitment, reliability, and flexibility
- Willingness to travel nationally and internationally (< 25%)
