The Sr. Manager, Programs Manager is a senior individual contributor responsible for designing, executing, and governing employee engagement, culture, recognition, and organizational health programs across U.S. Network Operations. This role partners closely with Operations leadership and HR teams to ensure DHL Express culture, people priorities, and engagement strategies are translated into disciplined, measurable execution. Operating as a key contributor within the HR Leadership Team, the role owns the regional engagement framework, Employee Opinion Survey (EOS) governance, recognition programs, and external employer branding initiatives (e.g., Great Place to Work, Top Employer). While this position does not have direct people management responsibility, it carries significant influence and visibility with senior leaders and plays a critical role in shaping leadership behavior, accountability, and organizational outcomes—living the DHL promise of “Excellence. Simply Delivered.”.

Duties and Responsibilities:

Regional Engagement, Culture & Recognition Programs

  • Design, lead, and govern regional engagement, culture, and recognition programs aligned to DHL Express enterprise people priorities.
  • Establish and maintain standardized frameworks, tools, and guidance for employee engagement and recognition across Network Operations.
  • Act as a trusted advisor to Operations leaders and HR teams on organizational health, engagement risks, and cultural effectiveness.

Employee Opinion Survey & Organizational Health Governance

  • Own end-to-end management of the Employee Opinion Survey (EOS), including planning, execution, analysis, communications, and post-survey action governance.
  • Analyze organizational health using quantitative and qualitative data sources, including EOS results, pulse surveys, HR quality surveys, and attrition trends.
  • Translate insights into clear, actionable recommendations and support leadership accountability through structured follow-up and progress tracking.
  • Monitor engagement trends and escalate systemic risks and opportunities to HR leadership.

Recognition, Employer Branding & Benchmarking

  • Lead and govern employee engagement and recognition programs, including internal recognition initiatives (e.g., Employee of the Quarter, End-of-Year recognition).
  • Own external recognition and benchmarking efforts, including Great Place to Work and Top Employer submissions and ongoing requirements.
  • Benchmark internal and external HR programs to identify best practices and continuously improve program effectiveness.
  • Ensure alignment with enterprise DHL Express engagement and recognition standards.

HR Programs & Project Leadership

  • Provide program and project leadership for multiple concurrent HR initiatives, including highly visible, cross-functional programs.
  • Apply structured project management discipline to ensure initiatives are delivered on time, within scope, and with measurable outcomes.
  • Support HR systems-related initiatives (e.g., HRIS upgrades, enhancements, implementations) as a program lead or key contributor.

Operational Partnership & Change Support

  • Partner with Operations leaders and HR teams to implement engagement initiatives that support service excellence, workforce stability, and operational performance.
  • Support communication and change management efforts related to leadership transitions, organizational changes, and enterprise initiatives.
  • Balance enterprise consistency with operational flexibility to maximize relevance and adoption.

Minimum Qualifications:

Education:

  • Bachelor’s degree in Human Resources, Organizational Development, Business Administration, Communications, or a related field required.

Experience:

  • 8–10+ years of progressive experience in HR, employee engagement, culture, program management, or organizational development roles.
  • Demonstrated experience owning and leading complex HR programs with enterprise or regional impact.
  • Experience operating effectively as an individual contributor in a matrixed, multinational organization.
  • Prior experience supporting operations-driven or time-critical environments preferred.

Preferred Qualifications:

Qualifications listed below, while not necessarily a requirement for this position in each circumstance, provide additional depth and value to the role.

  • Advanced degree or professional certification (e.g., PMP, HR certification).
  • Experience in express logistics, aviation, or other fast-paced operational environments.
  • Familiarity with DHL Express HR systems or comparable enterprise platforms.
  • Spanish language capability a plus.
  • Experience supporting geographically dispersed operations.

Other important information about this position:

  • Position is based on-site at a DHL Express Network Operations location (CVG / Erlanger, KY or Florence, KY).
  • Requires regular weekday (Monday–Friday) on-site attendance.
  • Regional travel up to 25–40% may be required.
