We have an opening for an experienced Director, Export Compliance. This individual will develop, implement, and maintain DHL’s export controls and sanctions policies and procedures. Key to DHL’s continued success relies upon this individual’s ability to ensure compliance with various trade, export controls and sanctions laws and regulations, develop compliance strategies, implement and enforce compliance programs and conduct investigations, as well as provide guidance and trainings on different export controls and sanctions compliance matters. Review, interpret, and inform the company of new and pending export control and sanctions laws or regulations that would potentially affect our business practices.

Key Responsibilities:

  • Develops regulatory export control and sanction compliance plans, programs and strategies for DHL corporate and field offices - manages from development through implementation.
  • Collects reports and analyzes relevant export control and sanctions compliance statistics.
  • Works with management on strategic export control and sanction planning activities to maintain compliance with all applicable laws and regulations.
  • Responsible for the development, deployment, and implementation of changes to export control and sanctions compliance policies and procedures.
  • Develops training programs to ensure employees are trained in and compliant with all aspects of federal and regulatory agency export and sanctions regulations and DHL's policies and procedures.
  • Tracks, monitors, and documents compliance with all required export control and sanctions regulations.
  • Develops audit plans to test compliance with internal policies, standards and procedures, and all applicable export control and sanctions laws regulations and rules.
  • Review export control and sanctions compliance documentation and processes for improvement opportunities.
  • Prepares regulatory export control and sanctions compliance reports for management.
  • Performs export control and sanction audits and facilitates corrective actions in areas of non-compliance.
  • Monitoring US export control and sanctions laws and regulations, determining impact to DHL’s business and supporting the implementation of these legal requirements in DHL.
  • Seeks out and identifies potential quality, service and cost issues related to export control and sanctions compliance and responds proactively.
  • May provide functional guidance, advice and/or training to less-experienced export and sanctions compliance staff.
  • Translates high-level direction into specific action plans to remedy issues.
  • Negotiates highly complex or risky export and sanctions technical or business issues on behalf of the company. Reaches agreement of strategic importance with others within the organization who have different points of view but a shared objective.
  • Provides input in development of operating plans/budgets.
  • Responsible for full export control and sanctions compliance for all US operations.
  • Management of export control and sanction compliance team based at CVG.
  • Maintaining and updating export controls and sanctions related information content of various compliance tools, IT compliance applications and websites in line with regulatory requirements.

Skills & Qualifications:

  • Active U.S. Licensed Customs Broker certification required.
  • 7 years minimum of relevant experience in export controls and sanctions and international trade compliance in an international environment, with either an international operating company or an international law firm;
  • Thorough understanding and working knowledge of the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) regulations.
  • Previous experience in a technically complex export controls compliance and licensing environment with hands on experience in working directly with US government agencies primary BIS, OEE and OFAC.
  • Typically requires Bachelor’s or Master’s degree in related discipline and 5-10 years of increasing responsibility of experience in related field.
  • Recognized subject matter expert in export control laws and regulations.
  • Must have a sound understanding of financial and/or accounting principles.
  • Requires a high level of critical thinking and ingenuity in bringing successful resolution to unusually complex and strategic issues.
  • Mastery of existing and emerging technologies, processes, and practices.
  • Develops new applications based on professional principles and theories.
  • Relevant experience in safeguarding compliance (either in an international company or via a law/consulting firm), including translation of export control and sanctions legal requirements into business practice, working with US agencies, conducting investigations, assessing risk and developing mitigation strategies, providing trainings, developing compliance programs as well as drafting policies and procedures, whereas proven experience in the field of trade compliance, export controls or sanctions
  • Excellent written and oral skills to ensure the effective exchange of ideas with a wide audience, take regulatory language and translate into concise business correspondence and working documents including, but not limited to, procedures, guidelines, policies, training materials, memos and letters.
