DHL Express US is hiring an HR Regulatory Compliance Manager.

The HR Regulatory Compliance Manager will report to the Senior Manager of HR Regulatory Compliance and play a key role in ensuring the company’s adherence to regulatory requirements, including DOT compliance, Driver Qualification File (DQF) oversight, FMCSA requirements, pre-employment background screening, and I-9 compliance. This role primarily supports DOT regulatory programs and safety-sensitive compliance obligations, while also contributing to broader HR Regulatory Compliance initiatives. The position partners with Legal, Operations, Safety, Fleet, Security, Labor, and Field HR teams to ensure compliance, operational alignment, and effective execution of compliance programs. The role also supports oversight of third-party vendors that administer key compliance programs.The role focuses on strengthening regulatory compliance through accurate monitoring, stakeholder collaboration, and continuous process improvement.

Key Responsibilities:

Compliance Operations and Program Support:

  • Provide day-to-day support to ensure DHL Express maintains compliance with regulatory requirements across HR compliance programs.
  • Support compliance initiatives and projects to ensure effective execution and alignment with business needs.
  • Conduct audits and reviews to identify compliance risks and improvement opportunities.
  • Support remediation efforts to address non-compliance or missing documentation.
  • Provide support to Field Operations and HR partners on regulatory compliance matters.

DOT Compliance

  • Support DOT regulatory compliance programs, including Driver Qualification File (DQF) oversight and monitoring.
  • Partner with the compliance vendor to monitor DQF compliance status, deficiencies, and remediation activities.
  • Review compliance reports and dashboards to identify trends and potential compliance risks.
  • Support FMCSA Clearinghouse compliance, including pre-employment and annual queries.
  • Assist with internal and external audits related to DOT regulatory requirements.

Drug and Alcohol Testing Compliance:

  • Support the administration and monitoring of Drug and Alcohol testing programs.
  • Assist with post-accident, reasonable suspicion, return-to-duty, and other required testing processes.
  • Initiate testing orders, monitor results, and maintain accurate compliance records.
  • Communicate testing results and required follow-up actions to relevant stakeholders.
  • Support SAP/Return-to-Duty (RTD) processes under DOT regulations, and EAP administration for testing violations in accordance with company policy and labor agreements.

I-9 Compliance:

  • Support the administration of I-9 compliance processes, including verification of employment eligibility documentation.
  • Assist with internal audits of I-9 documentation to ensure compliance with federal regulations.
  • Support resolution of discrepancies and ensure accurate record maintenance.

MVR and CA EPN Monitoring:

  • Support oversight of Motor Vehicle Record (MVR) monitoring.
  • Monitor the California Employer Pull Notice (CA EPN) program to ensure timely enrollment and review of driver records.
  • Partner with compliance vendors and internal stakeholders to address license violations, suspensions, or compliance alerts.

Background Check Adjudication:

  • Support the pre-employment background check adjudication process, ensuring compliance with federal regulations and company policies.
  • Collaborate with stakeholders to resolve any issues related to adjudication.
  • Ensure timely and accurate reporting on background check metrics.
  • Ensure timely resolution and management of HR compliance tickets.

Ad hoc Function:

  • Support cross-functional compliance initiatives and projects.
  • Administer Freshdesk efficiently, managing and assigning compliance tickets.

Key Performance Indicators (KPIs):

  • Ensure and maintain a high level of compliance with both DOT and non-DOT regulations.
  • Ensure Driver Qualification File (DQF) compliance and timely remediation of deficiencies.
  • Support effective execution of compliance programs and initiatives.
  • Maintain accurate monitoring and reporting of regulatory compliance metrics.
  • Conduct analytical assessments to identify trends and proactively address compliance risks.

Skills & Qualifications:

  • Bachelor’s degree in human resources, Business, or a related discipline with 5+ years of relevant experience, or a master’s degree with 3+ years of relevant experience.
  • Strong understanding of DOT regulations, Driver Qualification File (DQF) management, I-9 compliance, background screening, and HR regulatory compliance standards.
  • Experience with Motor Vehicle Record (MVR) monitoring and the California Employer Pull Notice (CA EPN) program preferred.
  • Strong analytical skills with the ability to identify trends and proactively address compliance issues.
  • Project management skills with the ability to translate data into actionable insights and strategies.
  • Excellent attention to detail and accuracy in executing compliance processes.
  • Strong problem-solving skills with the ability to handle sensitive compliance matters confidentially.
  • Excellent organizational skills with the ability to manage multiple priorities in a fast-paced environment.
  • Strong communication and collaboration skills, with the ability to build credibility with stakeholders.
  • Proficiency with systems and technologies used to streamline processes and enhance compliance monitoring.
  • Ability to adapt to evolving regulations and industry best practices.
  • Relevant HR or compliance certifications (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) are a plus.
