Responsibilities

  • Act as the primary advisor to country management and operations leaders on industrial relations (IR) matters, ensuring alignment with business objectives and compliance with Indonesian labour laws.
  • Lead the development, implementation, and governance of IR policies, frameworks, and practices, including employee classification, wage structures, and working conditions.
  • Manage and resolve employee grievances, disciplinary actions, and industrial disputes through effective negotiation, mediation, and conflict resolution.
  • Represent the company in dealings with labor unions, employee representatives, government authorities (e.g., Ministry of Manpower), and industrial tribunals.
  • Act as the management representative in collective bargaining agreements (CBA) and union negotiations, ensuring balanced and sustainable outcomes.
  • Interpret national and local labour legislation, proactively ensuring compliance and advising the business on regulatory changes and risks.
  • Build and maintain strong relationships with key external stakeholders, including unions, regulators, and relevant institutions.
  • Partner with business leaders as an HR Business Partner (HRBP) to support workforce planning, organizational change, and operational performance.
  • Provide guidance to internal stakeholders on negotiation strategies, employee relations practices, and labour law requirements.
  • Drive proactive identification of IR risks and develop mitigation strategies to minimize business disruption.
  • Promote positive employee relations by fostering open communication, trust, and engagement across all levels of the organization.
  • Lead and facilitate discussions, forums, and engagement sessions between management and employees to ensure alignment and transparency.
  • Analyze IR trends, workforce data, and case insights to support decision-making and continuous improvement.
  • Develop and manage IR governance processes to ensure consistency, fairness, and efficiency across all sites.
  • Lead, coach, and develop a high-performing IR and HRBP team, including setting KPIs, conducting performance reviews, and ensuring capability development.

Requirements

  • Bachelor’s degree in Law or a related discipline is required; additional qualifications in Industrial Relations, Human Resources, or Business Management are an advantage.

  • Certified Advocate with a valid advocate license is preferred, with the ability to represent the company in legal and industrial relations proceedings.
  • Professional certification or affiliation with recognized HR or IR bodies (e.g., IRCP, CHRM, or equivalent) is preferred.

  • Minimum 10 years of progressive experience in Industrial Relations and HR Business Partnering roles, with strong exposure to unionized environments.

  • Proven experience managing complex industrial relations cases, including collective bargaining agreements (CBA), dispute resolution, and litigation support.

  • Strong track record supporting large-scale, operational or site-based workforce environments (e.g., logistics, supply chain, manufacturing).

  • Experience engaging with government bodies (e.g., Ministry of Manpower), labor unions, and external stakeholders.

  • Demonstrated experience in driving organisational change, workforce transformation, and employee engagement initiatives.

  • Strong negotiation, mediation, and dispute resolution skills, with the ability to manage complex and sensitive situations effectively.

  • In-depth knowledge of Indonesian labour laws, regulations, and industrial relations practices.

  • Excellent stakeholder management and influencing skills, with the ability to engage effectively at all organisational levels.

  • Strong analytical and problem-solving capability, with a proactive and solutions-oriented mindset.

  • High level of cultural awareness, adaptability, and ability to work in a diverse environment.

  • Strong communication skills, both verbal and written, in English and Bahasa Indonesia.

  • Proficiency in Microsoft Office tools (Word, Excel, PowerPoint) and HR systems.

  • Completion of formal Industrial Relations training (labour law, dispute resolution, negotiation, and mediation) is required.

  • Commitment to continuous professional development through relevant training, certifications, and industry engagement.
