Role Overview

As a Part-time Seasonal Litter Abatement Officer, you will be an essential part of maintaining the cleanliness and appearance of Covington’s public spaces. This position requires you to engage in manual litter collection, assist with abandoned item removal, and support city-wide efforts to promote awareness of litter laws and waste management practices. You will work closely with the Solid Waste & Recycling Manager to monitor and address compliance issues across both residential and commercial

properties. The ideal candidate will be self-motivated, detail-oriented, and comfortable working outdoors, has strong communications skills with the ability to interact with a diverse group of residents, property owners, and business owners.

Key Responsibilities

  • Litter Collection & Abatement: Conduct daily manual litter collection on assigned routes, including roads, bus stops, storm drains, and other public spaces.
  • Compliance Monitoring: Inspect and monitor trash and recycling collection routes to identify non-compliance with city ordinances and take corrective actions as needed.
  • Reporting: Prepare daily and monthly reports detailing the number of lane miles cleaned, bags collected, bulk items removed, and associated disposal costs.
  • Trash Receptacle Maintenance: Maintain city street trash and recycling receptacles by removing debris and ensuring proper service usage.
  • Educational Outreach: Engage with residents, property owners, and business owners to inform them of litter laws and encourage compliance.
  • Code Enforcement: Attend and testify at Code Enforcement Board hearings related to litter and waste violations.
  • Equipment Operation & Maintenance: Operate and maintain equipment used for litter collection and ensure accurate inventory of department tools and equipment.
  • Customer Service: Provide excellent service while interacting with residents and pedestrians, offering assistance as needed.

Knowledge, Abilities, and Skills

  • Strong communication skills, both verbal and written.
  • Ability to express ideas clearly and concisely.
  • Must be organized, reliable, and capable of adhering to schedules.
  • Ability to recognize and address violations of city codes.
  • Strong problem-solving skills, with the ability to make decisions independently.
  • Ability to interact professionally and respectfully with the public and city staff.

Qualifications

Minimum Requirements:

  • High school diploma or equivalent.
  • Valid driver’s license.
  • Ability to pass a drug screen.
  • Physical ability to walk continuously during a 6-hour shift and lift up to 50 pounds.

Physical Demands

The physical demands of this position include the ability to walk or traverse continuously during an 6-hour shift, and regularly lift and/or move up to 50 pounds.

Work Environment

The work environment involves exposure to outdoor elements, including wet or humid conditions, high places, fumes, airborne particles, toxic or caustic chemicals, and insects. Noise levels are typically moderate. This role may also require the handling of waste materials during cleanup activities.
