Metro is seeking an Infrastructure & Capital Project Manager to be responsible for managing, engineering, design and construction projects and activities of capital projects. Examine estimates of material, equipment, production costs, performance requirements and delivery schedules. Assist in the preparation and evaluation of bids, work scopes, equipment and/or process specifications, progress reports, test results and other exhibits. Coordinate work of various departments and act as a liaison between company and subcontractors to implement fulfillment of contracts. Assume the duties of the Contract Specialist in their absence or as necessary. Assist in the management and maintenance of all Metro facilities including Queensgate, Bond Hill, Access, Riverfront Transit Center, Park-n-Rides, Bus Shelters, Bus Layovers and transit centers, and all SORTA owned Railroad property. ESSENTIAL FUNCTIONS - Plan, organize, and direct staff of skilled and unskilled trades employees in the maintenance of buildings and grounds including, but not limited to, Queensgate, Bond Hill, Government Square, rail right of ways, park & rides, transit centers and other SORTA properties.
- Establish and enforce operating procedures and work standards that will ensure adequate performance and personnel safety.
- Inspect plans, estimates, and completed work to ensure conformance to specifications, standards, and contract requirements.
- Develop a strong working relationship and partnership with city, county & other government agencies
- Manage and oversee real estate acquisitions and construction managers on existing and new projects.
- Develop and manage the capital budget and 5 year capital plan as it relates to facilities & grounds.
- Oversee fair and consistent administration of the provisions of the labor agreement, work rules, and authority policies.
- Maintain underground storage tanks including regulatory compliance with BUSTR (Bureau of Underground Storage Regulation), including responsibility for filing proper documentation with State Fire Marshal.
- Act as primary representative for construction projects, with primary project schedule, design, budget, and scope of responsibilities.
- Act as construction coordinator on assigned projects and serve as the primary contact between contractor, designer, permitting jurisdictions, utility companies, quality control testing, etc.
- Participate in the development and preparation of budget requests for funding of proposed amenities projects.
- Act as primary liaison for jurisdictional approvals and permits as may be necessary to implement amenities projects.
- Prepare work scopes and independent cost estimates for professional services and reviews submitted proposals.
- Assist Grants Department in writing justifications and developing technical specifications for facility-related grant applications.
- Assist the Procurement Department as it relates to Facilities & Grounds and construction projects.
- Oversee all contracts and the development of specifications.Prepare and maintain bid documents.
- Facilitate the development of strategies to meet or exceed organizational and department performance goals and objectives, monitor results, and recognize employee, department, and organization accomplishments.
- Oversee the continued development of all Facilities & Grounds employees to keep them abreast of new technologies; oversee and direct the development of Facilities & Grounds Management employees’ skills and understanding of procedures and policies, developing, implementing, monitoring, and overseeing adherence to performance standards.Advance staff through training, professional development, and promotional opportunities.

Education - Bachelor’s degree (four-year college or university) in Engineering, Real Estate or Contracts Management
- Equivalent work experience will be considered.
Experience - Five or more years of experience in facility/service contract management, preferably working with contractors on major facility projects.
SKILLS & ABILITIES Computer Skills - Working knowledge of Internet, e-mail applications, spreadsheets, and word processing
- Will be required to demonstrate writing and spreadsheet competency during the interview process.
