Position Summary

As a Recruiter you will manage the full-cycle recruitment process—from applicant tracking through onboarding—to attract, engage, and hire high-quality talent. This role ensures a smooth, professional, and candidate-centered experience for applicants and hiring managers while maintaining strict compliance with all internal policies and external regulations. Serving as a knowledgeable ambassador for the agency, the Recruiting Specialist builds strong relationships, promotes the agency’s mission and values, and supports workforce needs across programs.

Essential Duties and Responsibilities

  • Manage and coordinate the recruitment lifecycle, ensuring a seamless transition from pre-hire activities through onboarding.

  • Proactively source candidates using diverse strategies, including recruiting platforms, social media, professional networks, and advanced internet sourcing techniques.

  • Partner with hiring managers and internal stakeholders to clarify staffing needs, provide guidance on best practices, and support informed hiring decisions.

  • Screen, interview, and assess candidates via phone, virtual, and in-person methods, recommending qualified applicants for next steps.

  • Utilize and monitor the electronic Applicant Tracking System (ATS) to ensure accurate documentation, compliance, and timely communication.

  • Ensure adherence to all applicable employment laws, regulations, and agency policies throughout the hiring process.

  • Interpret, apply, and communicate HR and recruitment-related policies and procedures to applicants and staff.

  • Review, document, and communicate sensitive and confidential information with professionalism and discretion.

  • Analyze recruitment data and metrics to identify trends, challenges, and opportunities for process improvement; recommend and implement course corrections as needed.

  • Represent the agency at career fairs, networking events, classroom presentations, and other community outreach activities.

  • Participate in agency and program events as needed, including occasional evenings and weekends.

  • Perform other related duties as assigned.

Required Knowledge, Skills, and Abilities

  • Proficiency in using technology and data systems to manage recruitment activities and facilitate effective communication.

  • Excellent written and verbal communication skills, with strong interpersonal, organizational, and time-management abilities.

  • Demonstrated customer service orientation with the ability to build positive relationships with candidates and internal customers.

  • Strong problem-solving skills and the ability to manage multiple priorities in a fast-paced environment.

  • Working knowledge of fundamental human resources principles and recruitment best practices.

  • Ability to collaborate effectively across departments and with diverse stakeholders.

  • Knowledge of specialized recruitment areas (e.g., behavioral health, corrections, housing) as applicable.

  • Ability to handle sensitive inquiries and confidential information with discretion and professionalism.

  • Ability to interface professionally with funders, referral sources, and executive or Board of Trustees leadership.

  • Flexibility to attend recruitment and community events outside of regular business hours, including occasional weekends.

Job Requirements

  • Bachelor’s degree in a related field or equivalent combination of education and experience.

  • One (1) or more years of experience in Human Resources, recruiting, or a related field preferred.

  • Strong computer skills and the ability to quickly learn new software systems.

  • Valid driver’s license and current automobile insurance.
