Job Description

What is the purpose of this Role?

We are seeking to appoint a manager to enable EFS DAC to achieve and maintain full compliance with the Central Bank of Ireland’s Client Asset Regulation (CAR)as they come into effect for credit institutions effective January 2024. This highly motivated individual will support the business and the PCF 45 with the prescribed responsibility for CAR in executing the oversight of CAR compliance. The role holder will be responsible for all tasks listed below. This role will be located in Ireland and will be a CF2 controlled function as defined by the Central Bank Reform Act 2010 Regulations 2011.

This role is a CF2 ‘controlled function’ as defined by the Central Bank Reform Act 2010 Regulations 2011.

1. Accountabilities for your role - what are you expected to do?

  • Subject matter expert (SME) on CAR providing support for projects and change to ensure compliance with the Central Bank of Ireland (CBoI) CAR Regulations.
  • Acting as Secretary to the CAR Working Group
  • Development and periodic review of the Client Asset Management Plan (CAMP).Identifying process enhancements to improve the CAR control framework.
  • Supporting the execution and maintenance of Funds Facilities Agreements and Financial Instruments Facilities Agreements, ensuring annual reviews of each are completed.
  • Leading reviews of arrangements with third parties for the depositing of client funds and client financial instruments
  • Providing advice & support to the Control Owners for CAR rule mapping
  • Maintaining breaches register in conjunction with Compliance and reviewing root cause analysis of any CAR breaches.
  • Reviewing the CIMA regulatory report and reconciliations
  • Reviewing CAR MI and suggesting enhancements as appropriate
  • Developing & delivering CAR Training, including ongoing training to staff performing client asset reconciliations and calculations.
  • Maintaining/organising regular review of key CAR documentation.
  • Managing the annual client asset examination process
  • Managing the annual client asset examination process
  • Supporting SMEs, Managers, and the PCF45 with the management of the annual CAR audit process, including: receiving and responding to audit queries & reviewing data and information prior to submission to the auditor
  • Assisting with interaction with the Regulator, including management of the regulatory return process.
  • Deputising for the Head of Client Asset Oversight, as required.
  • Escalation of issues.

3. Technical Competencies for your Role - what are you expected to know?

  • 5 years plus of experience working in a CAR oversight function
  • A strong technical understanding of CBoI CAR rules and the impact on business activity, auditor expectations and key areas of industry best practice.
  • Experience of a multi-national company preferred.
  • 3rd Level Financial Degree/ equivalent business experience
  • MS Office proficient – intermediate / advanced Excel skills.
  • Excellent communication and influencing skills
  • Highly motivated and takes a proactive approach to problem solving.
  • Takes ownership of areas of own responsibility and is totally delivery focused.
  • Attention to detail at all times.
  • Ability to work to competing deadlines, either independently or as part of a team

4. Qualifications Required to perform your Role?

  • Bachelor's degree or equivalent work experience.
  • Minimum 5 years’ experience working in a senior CAR client assets oversight role.
  • 5-10 years’ experience working in an organisation subject to the CAR regime.
