About The Team
As part of U.S. Bancorp’s Corporate Risk Management and Compliance Division, the Operational Risk Management (ORM) function provides independent oversight of enterprise-wide operational risk. The team assesses risk exposures and trends, evaluates the effectiveness of control environments, and partners closely with Business Lines to strengthen risk mitigation and resilience.
Within ORM, this role sits firmly in the Second Line of Defense (SLoD), providing credible challenge and risk expertise across critical payment activities.
Role Overview

We are seeking a Payments Operational Risk Manager to join our Operational Risk Management team. In this role, you will provide independent risk oversight of end-to-end payment processes, support the development of robust control frameworks, and partner with business and control functions to enhance the safety, soundness, and resilience of payment operations.
You will work across a broad range of domestic and international payment platforms, supporting regulatory readiness and continuous improvement in a highly visible risk domain.

Key Responsibilities
- Assess end-to-end payment processes and identify operational risks across platforms including CHAPS, TARGET2, ACH, Wire, RTP, SWIFT, and Zelle.
- Provide SLoD oversight and challenge through Risk and Control Self-Assessments (RCSA) and Business Line Quality Assurance (BLQA) activities.
- Perform policy, standard, and control gap assessments, ensuring alignment with internal risk frameworks and applicable banking laws and regulations.
- Contribute to the development, maintenance, and governance of enterprise-level policies related to payment processing risk.
- Partner with Business Lines and control functions to coordinate remediation plans, track progress, and support timely closure of identified issues.
- Support enterprise risk reporting, trend analysis, and management information for senior leadership and regulators.
- Participate in root cause analysis of payment-related incidents, issues, and control failures, and support sustainable control enhancements.
- Collaborate with internal stakeholders to address regulatory, audit, and compliance findings, ensuring clear documentation and effective outcomes.
- Bachelor’s degree or equivalent relevant experience.
- 10+ years of experience in operational risk management, compliance, audit, or payment operations within financial services.
- Demonstrated experience with:
- Risk and control assessments (e.g., RCSA)
- Risk reporting and trend analysis
- Control gap assessments
- Root cause analysis and issue remediation
- Strong experience in operational risk management or payments oversight within a regulated financial institution.
- Solid understanding of payment networks and clearing systems (e.g., CHAPS, TARGET2, ACH, Wire, RTP, SWIFT, Zelle).
- Familiarity with regulatory compliance expectations, particularly in relation to payments and operational resilience.
- Experience using GRC platforms (e.g., Archer).
- Strong written and verbal communication skills, with the ability to provide effective challenge and influence stakeholders.
- Proficiency in Microsoft Office and process mapping or risk documentation tools.
- Highly analytical mindset with strong attention to detail and problem-solving capabilities.
