Job Description: Systems Analyst (Staff Augmentation Services)
Position Overview
The Department is seeking a qualified Vendor to provide staff augmentation services in the capacity of a Systems Analyst. The successful candidate will be responsible for analyzing business rules, documenting system updates, and facilitating software enhancements to ensure the efficient operation of the Department’s application systems. This role demands a collaborative approach, working alongside other vendors, support staff, and program office customers in a team-based environment.
Scope of Work
The Vendor will provide the Department with staff augmentation services to provide Systems Analyst, C. Advanced services including, but not limited to:
- Analyzing defined business rules and functional requirements.
- Updating system documentation to ensure it reflects the current system version.
- Evaluating enhancement requests and providing estimates.
- Designing technical solutions using the Visual Vault SaaS product.
- Creating test plans and test scripts to verify system modifications are error-free and perform as designed.
- Facilitating user acceptance testing.
- Documenting the results of testing activities.
- Deploying software updates.
The Vendor will be paid for the staff augmentation hours worked. The Department expects the Vendor’s staff to perform services in a project-like manner. The Vendor staff must be capable of driving the service delivery required purchase order on their own through the delivery of quality application changes. Additionally, the Vendor staff will work cooperatively and in conjunction with other vendors, support staff, and program office customers in a team-based environment.
Qualifications
- Proven experience in systems analysis and application support.
- Proficiency with the Visual Vault SaaS product is preferred.
- Strong understanding of business analysis and documentation processes.
- Ability to work collaboratively in a team-based environment.
Contract Term
- The staffing services will commence upon the Purchase Order (PO) Release Date and will extend through June 30, 2025. Extensions may be granted for an additional twelve months based on funding and satisfactory performance.
Deliverables

Quarterly Performance Surveys
- Complete the Contractor Performance Survey for each Contractor on a quarterly basis and submit electronically to the Department Contract Manager by the 15th of the month following the end of each quarter.

Service Units
- Provide application support services based on labor hours from qualified staff according to the Department’s specifications and standards, billed at the hourly rate specified in the PO.
- Hours billed must be verified by the Department as legitimate for State purposes.

Staffing Requirements
- Deliver staff that meet the classifications and hourly rates specified in the PO. Any changes that require an increase in funding will necessitate a change order.

Additional Staffing Requests
- The Department reserves the right to request additional staff in new categories as operational needs arise. Monthly and hourly charges for these categories will be agreed upon and documented in a change order.

- the individual’s skill sets, experience and training;
- licensure and certification requirements;
- office location and other geographic considerations;
- other business and organizational needs.
With that said, as required by local law, Vaco believes that the following salary range referenced above reasonably estimates the base compensation for an individual hired into this position in geographies that require salary range disclosure. The individual may also be eligible for discretionary bonuses.
